Excerpt from Stand-Pipe Accidents and Failures in the United States: A Chronological Record of Accidents to and Failures of Water-Works Stand-Pipes in the United States, With Full Discussions and Assignment of Theories; Also a Discussion of Current Practice in Specifications for Stand-Pipes and of Other Related Matters In discussing the enforcement of specifications in Appendix much stress is placed upon the im portance of preserving in permanent form proof of the scope and character of the structural tests of material used in the stand-pipe. An emergency re quiring (the production of such evidence is not apt to occur with very many stand-pipes, and for this reason the necessary precautions are often over looked. Lit is well to know, however, that proof of quality may he demanded in cases Where no accident of any kind has 'been sustained. An instance of this kind was recently brought to light by litigation based on alleged depreciation of real estate values 'contiguous to a stand-pipe, the suit having been 'suggested by the failure of a standdpipe in a neigh boring city. In such a suit, the evidence of most weight obviously should be *the testimony of the de signing and constructing engineer, supported by authentic wmifica'tes of structural tests made by dis interested experts. In the particular case referred to, however, such evidence would have been weak ened by 'the fact that the engineer of the structure causing the litigation had also designed the stand pipe whose failure had suggested the damage suit. The author desires here to acknowledge his in debtedness to the large number of engineers and others who have contributed generously to the stock of information contained in \the foliowing pages. Special credit is given throughout the book where ever the circumstances of the case have made this proper. The warm interest in the subject of this monograph, which has been displayed by those con sulted in the progress of the investigation, warrants the hope that the reproduction of this record in per manent form will be regarded with favor by those engaged in stand-pipe design and construction, par ticularly since no attempt to publish a complete rec ord of the kind has hitherto been made.
