This Technical Assistance Report discusses the findings and recommendations made by the IMF mission regarding monetary and foreign exchange operations in Uganda, Bank of Uganda (BOU) recapitalization, and Bank of Uganda Act revision. The presence of sizable precautionary and involuntary reserves and excessive short-end volatility has weakened the transmission mechanism in Uganda. The key challenge remains to enhance monetary and fiscal policy coordination and to ensure that institutional and operational arrangements are robust and conducive to efficient monetary operations framework. The BOU should raise the effectiveness of the monetary and foreign exchange operations framework. To foster further market development there is need to anchor short-term interest rates by using various fine-tuning instruments to ensure improved operational efficiency and strengthen transmission of policy signals across the curve.

This document outlines the initiation and early stages of a Technical Assistance project designed to enhance the capacity of Mauritania's National Committee on Public Debt (CNDP) in the areas of public debt projection and analysis. Following a request from Mauritanian authorities, IMF ICD staff engaged in comprehensive virtual discussions with the CNDP's Technical Committee in September 2023. A subsequent mission to Nouakchott in January 2024 evaluated the existing capacity and resources at the CNDP for public debt projection and debt sustainability analysis. The IMF team proposed adopting the IMF’s Public Debt Dynamics Tool (DDT), customized for Mauritania's specific economic conditions. This recommendation aims to assist the CNDP in generating reliable medium-term debt projections and analyzing risk scenarios. These scenarios include the impact of natural disasters and explore fiscal adjustment strategies via the non-extractive primary balance to achieve targeted debt levels.

This technical report discusses the findings and recommendations of the Climate Public Investment Management Assessment (PIMA) of Cabo Verde (CPV) undertaken in March 2023. Progress has been made in the development of a comprehensive climate change policy framework, spatial planning, coordination with municipalities and in planning for disaster risk financing. But coordination across the central government is weak with no institution positioned strategically to lead either adaptation or mitigation related investments. The regulatory and oversight framework for public enterprise (PEs) does not promote consistency between their climate-related investments and national climate policies while PEs are the main driver of public investment in Cabo Verde. The Public-Private Partnership (PPP) framework does not define how climate risks are allocated between the government and PPP partners, while the use of PPP is increasing. Investment project appraisal and selection practices do not exist. Climate-responsive spending in infrastructure is at a concept development stage but gender budgeting is a well-recognised practice. Ex post reviews or external audits of projects on climate outcomes are not conducted and climate impact is not integrated into public asset management. On these grounds, this report makes seven high-priority recommendations which could improve climate-related public investment management in Cabo Verde and support green and sustainable economic growth. In addition, the C-PIMA report informed the design of the reform measures for a recently approved Arrangement Under the Resilience and Sustainability Facility.

This technical assistance report on the Republic of Uzbekistan states that the mission achieved all its objectives and Uzbekistan’s country page is now ready to be introduced in International Financial Statistics. Uzbekistan has recently intensified its efforts to improve its financial sector statistics. With the ongoing liberalization of the Uzbek economy, availability of granular data for an assessment of risks related to the financial sector is becoming more important. Uzbekistan reports 11 core and one additional financial soundness indicators (FSI) for deposit takers on a quarterly basis for publication on the IMF’s website. The one important improvement needed, particularly for the other depository corporation survey, is the enhancement of the counterparty sector classifications. The mission also assisted the Central Bank of Uzbekistan in establishing an initial framework for the compilation of a quarterly other financial corporation survey using the Standardized Report form 4SR. The Prudential Supervision Department is now ready to report all core and additional FSIs for deposit takers (DT), as well as their underlying financial statements, with the reporting frequency to be increased from quarterly to monthly. In order to support progress in the several areas, the mission recommended a detailed action plan with the priority recommendations summarized.

This Technical Assistance Report discusses details of the mission conducted to support the Bosnia and Herzegovina authorities, with a specific focus on the Republic of Srpska (RS), in improving government finance statistics (GFS) for decision making. The mission rounded off research to establish appropriate reconciliation procedures, although some statistical discrepancies remain. The goal is to use the compilation and reconciliation procedures for quarterly and annual GFS reporting to Eurostat and the IMF’s Statistics Department. The May 2018 mission initiated the development of a standardized compilation procedure for nonbudgetary public sector units, and more specifically extrabudgetary units. The report recommends focussing on investigating possibilities into incorporating these compilation files into the wider GFS and macroeconomic statistics compilation. On analysis of the financial statements, the mission assessed that Accrued revenues and received donations also require and adjustment to following the European System of National and Regional Accounts 2010 and Government Finance Statistics Manua 2014 recording.
