Excerpt from Speech of Mr. Julius Rockwell, of Mass., Upon the Question of the Admission of Texas as a State, Into the Union: Delivered in the House of Representatives, U. S., Dec. 16, 1845 It 1s sufficient for my present purpose to say, that all to the annexation of Texas remain in their full fo1ce to this tion, however, to the objections growing out of the relations of Mexico to' Texas, I am free to say, I will not at this moment insist upon that. W are informed by the P1 es1dent s message that a distinguished citizen, and an l esteemed member of this House, is now engaged in negotiation with the Mexican Gover, nment and I will not urge any thing ln my place here whiefi might, by any poss1b111ty embarrass the negotiations of my country with; any fmeign power. But the other objections to the inceptioniof this mess-f we remain in their full st1ength. In the light of the Constitution, and of precedent, I maintain that the least solemn form in which a foreign State can be annexed to this nation is by treaty, ratified by two-thi1d's of the Sen-i aims; and that all that has been done 1s of no binding -'force upon this Con; gress, to compel us here to carry out this measure of annexation.
