Clayton, of Delaware, on the Veto Message of the President, on the Bill for the Benefit of the Indigent Insane: In the Senate of the United States, June 15, 1854 It is quite clear than that the exclusive applica tion of the proceeds of the sales of the public lands, to expenses of the Federal Government, if it should cause, as the Senator says, the necessary diminution of taxation, by which he means duties on imports, may produce very une ual efl'ects upon t e States of this Union, and e injuries thus inflicted upon some may be destructive to them while it ma be by no means so severely felt by others. It as been said that if the pro ceeds of the sales of the public lands had been properly husbanded, and they were all new care fully applied to the ordinary expenses of the Gov ernment, if the wasteful system of donations had never been introduced, and the funds had been economically protected and ap lied, they would now pay the ex enses of a tru y economical ad ministration of t e Government without resorting to the customs. Lbe this as it may, it will at least be admitted by all, 'they would materially reduce the amount necessary to be collected for the ordinary ex enses of Government, so that if duties on im po ts were laid onl for revenue, the tarid' would be so much loweredt at no essential rotection could be derived from it on an arti e of American growth or manufacture. Ith'five per cent. Duties assessed on a fore' n valuation, what would be come at once.of t a coal and iron interest of Penns lvania, or the sugar of Louisiana, or the manu ctures of the northern and middle States generally? Any man can thus see the utter fal acy of the argument of the honorable Senator when he assumes it as a postulate not to be denied him, that, by applying the avails of the public lands exclusively o the expenses of Government.
