Bayard, of Delaware: On the Bill to Modify the Judicial System of the United States, Delivered in the Senate of the United States, January 10, 1855 Another advantage of the system proposed by this bill is, that it enables you to have two terms of the Supreme Court in a ear, instead of one. Of course, that expedites t e final decision of causes; and whatever, consistently with due ih vestigation and deliberation, expedites the decision of a cause, is as important for the purposes of justice as the decision itself. It follows inevitably that, if a suitor has the right to his writ of error returnable twice instead of once a year, it will double the speed with which these cases may be disposed of. Semi-annual terms, also, will enable the court. After a full hearing, and with ample time for deliberation, to dispose of all cases which come before it at the term to which the writs are return able; and that ought to be the course of justicein this, or any other country, wherever it ll practi cable. The court should have it in their power to go through their calendar at each term. I do not say they should force the argument of a cause, if both parties desire further time for the hearing; such a course might be the dispatch of business, but not the administration of justice. But every court of appeals ought, if possible, to be so organ ized that the business before the court can, at least, be called up for disposition, if the parties are ready to have it disposed of.
