Int this brief compendium are enumerated all the Wise purposes of legislation, and upon these objects the business of'legis lators is never to be exhausted. While knowledge 1s pro gressive and there is yet any thing to learn, .while the Arts are imperfect and there is aught to 'improvefwhile Science is disclosing treasures of Wisdonh, and the human mind is capable of enlargement by their acquisition, there will remain to the Representatives of the People, under this civil compact, the responsibility of fostering Institu tions of learning, of offering incentives to the free spirit of enterprise, and of encouraging by rewards and immunities, Agriculture and the Arts, Commerce, Trades, and. Manu factures, and thus fulfilling the serum for Which a Rep resentative Government was, by the Framers of it,1ex' pressly declared to 'have been constituted.
