This book examines social inequalities in Europe, especially those caused by economic factors. It starts with the paradox of European inequality, where on the one hand, even total income inequality in Europe is significantly lower than in most parts of the world; but on the other, Europe is also characterised by profound and durable inequalities within the continent. It discusses inequalities caused by the exclusion of marginalised groups from the labour market, with considerable and sometimes increasing differences between central and peripheral regions, pronounced wealth and labour market inequalities, and significant rates of persistent poverty, deprivation, educational poverty, low wages and unemployment. The book also discusses broader territorial inequalities, which are the basis for divisions between Northern and Southern Europe, East and West, between qualified and unqualified employees, younger and older people, men and women, and migrants and non-migrants. The book raises questions about the winners and losers of the social transformations linked to the introduction of the Euro, the Eastern enlargement of the EU, and the financial and Eurozone crises. It is based on a comprehensive analysis of a European-wide microdata set on income and living conditions (EU-SILC). The empirical research material, which is the first to deploy this data in a comprehensive manner, consists of detailed empirical analyses of social divisions and Europeanisation processes in 30 European countries. It analyses and explains the transformation of the previously dominant national spaces into a European social space. In the aftermath of both ongoing globalisation (with both widening and deepening effects on countries, regions and cities) and structural changes resulting from the 2008 economic recession, regions and cities in our world are confronted with a different arena of players, performances and institutions. The challenges are formidable and numerous. Many regions and cities seem to resort to their indigenous strength, without much regard to other players in the field. This has enormous consequences for the competitive behaviour and profile of regional and urban actors but has at the same time deep impacts on the distribution of wealth, income and employment over and within countries, regions and cities. There is indeed much evidence that disparities among regions and in cities are increasing in this new force field. This book explores how vertical inter-governmental political and fiscal bargains and horizontal variation in political, social and economic conditions across regions contribute to or undermine the provision of inclusive and sustainable social policies at the subnational level in Latin America and India. The question of how to advance universal social rights while reducing territorial inequalities has been a central dilemma for Latin America and India. After several decades of ambitious decentralization reforms in both regions, the balance between local accountability versus centralized planning remains a theoretical and empirical problem in need of systematic exploration. The chapters in this volume incorporate both federal and decentralized unitary states, pointing to common political tensions across unitary and federal settings despite the typically greater institutionalization of regional autonomy in federal countries. The contributors examine the territorial dimension of universalism and explore, in greater and empirical detail, the causal links between fiscal transfers, social policies and outcomes, and highlight the political dynamics that shape fiscal decentralization reforms and the welfare state.
