The focus of this research effort was to determine if Spain's entry into NATO gave Spain substantial improvement in security terms which served as justification of a defensive alliance from a strictly military perspective. First, a qualitative, in-depth literature review was conducted regarding the Spanish integration process into NATO and the U.S.-Spanish agreements. Then, to contrast critical viewpoints, the information sources were divided into three groups: Spanish, U.S., and NATO sources. The information was analyzed addressing those aspects closest related to Spain's security. The historical events since 1936 and the political process since 1975 served as the framework for a discussion of military issues in recent Spanish history. Finally, analysis of the information gathered led to the conclusion that the justification for Spain's entry into NATO has not adequately addressed her most pressing defense issues. Theses.

In 1982, Spain became the first nation in more than a quarter of a century to join the North Atlantic Treaty Organization (NATO). This historic event, however has not silenced discussion on the implications of Spanish membership for the future of this security alliance. This exams the benefits accruing to the alliance as a result of Spanish membership. From the military standpoint, Spanish ground, naval, and air forces will moderately increase NATO strength. Spanish territory adds substantially to NATO's rear area for conventional war-fighting purposes. Other gains are longer-range and more geopolitical in nature; possible improved relations with the Middle East, North Africa, and Latin America; a bolstering of the impage of NATO as a viable alliance; and new strategic options for NATO planners. On the other hand, were Spain to withdraw from the alliance -- perhaps as a result of Spanich politics -- the damage may outweigh the gains offered by NATO's "sixteenth nation."

This thesis examines factors surrounding Spain's entrance into the North Atlantic Treaty Organization (NATO) as well as its nonintegration into the alliance's military force structure. International relationships significant in the time preceeding Spain's entrance into NATO are examined, focusing primarily on the United States. NATO's benefits from Spain's membership are discussed as are the advantages afforded to Spain by joining NATO. This research assesses the changing attitude of the Spanish Socialist Party (PSOE) towards NATO. The PSOE initially opposed Spanish integration into NATO while the country was ruled by a centrist government. However, when the PSOE took control of the government their NATO position became noncommittal and finally, by the 1986 referendum, switched to a pro-alliance stance. The final issue addressed deals with the bilateral defense agreement between Spain and the United States. Of considerable interest is the reduction of U.S. military forces in Spain, specifically, the withdrawal of the 401st Tactical Fighter Wing from Torrejon Air Base. When Spain joined NATO, the country was very different from those initial signatories or even those that aligned themselves with the Organization after the original treaty establishment of 1949. Like the three countries currently embarking on NATO integration, Spain was a newly formed democracy still in the process of democratic consolidation when the NATO accession papers were filed. However, in contrast to Czech Republic, Hungary and Poland, for several decades Spain had looked to the west and even though not a member of NATO, Spain maintained close ties with several NATO countries. Even with these differences, there is still much to be learned from Spain's integration into NATO. Czech Republic, Hungary, and Poland should carefully study the path Spain followed into NATO and determine what may or may not suit them from this experience in their current undertaking. Can Spain serve as an example for the three new members? A look at the differences and similarities between Spain and the three may provide insight for the way Czech Republic, Hungary, and Poland proceed in their integration process.
