This book explores how anti-nuclear social movements impact the state’s civil nuclear policy and its implementation by presenting a historical-comparative case study of anti-nuclear movements in India. Drawing on social movement theory and empirical methods, the book demonstrates that the ability for anti-nuclear movements to impede the inception of nuclear plants – a key element of India’s civil nuclear policy – is determined by the movement’s collective action repertoires, the politicisation of nuclear power and the state’s larger developmental paradigm, and the openness of state input structures. The case studies of anti-nuclear movements in Haripur, Kudankulam and Kovvada demonstrate how the implementation of civil nuclear policy is also determined by the state’s technical and financial capacity and effective international collaboration. With a focus on theorisation of social movements and their impact, combined with empirical studies of anti-nuclear movements, as well as the historical trajectory of civil nuclear development, the book adds a new prism to the study of India’s civil nuclear policy and anti-nuclear opposition. The United States–India nuclear cooperation agreement to resume civilian nuclear technology trade with India—a non-signatory of the Nuclear Nonproliferation Treaty (NPT) and a defacto nuclear weapon state—is regarded as an impetuous shift in the US nuclear nonproliferation policy. The 2008 nuclear agreement aroused sharp reactions and unleashed a storm of controversies regarding the reversal of the US nonproliferation policy and its implications for the NPT regime. This book attempts to overcome the significant empirical and theoretical deficits in understanding the rationale for the change in the US nuclear nonproliferation policy toward India. This nuclear deal has been largely related to the US foreign policy objectives, especially establishing India as a regional counter-balance to China. The author examines the US–India nuclear cooperation agreement in a bilateral context, with regard to the nuclear regime. In past discourse India has been mainly viewed as a challenger to the nuclear regime, but this reflects the paucity in understanding India’s approach to the issue of nuclear weapons. The author relates the nuclear estrangement to the disjuncture between the US and India’s respective approach to nuclear weapons, evident during the negotiations that led to the framing of the NPT. The change in the US approach towards India, the nuclear outlier, has been exclusively linked to the Bush administration, which faced considerable criticism for sidelining the nonproliferation policy. This book instead traces the shifting of nuclear goalposts to the Clinton administration following the Pokhran II nuclear tests conducted by India. Contrary to the widespread perception that the decision to offer the nuclear technology to India was an impromptu decision by the Bush administration, the author contends that it was the result of a diligent process of bilateral dialogue and interaction. This book provides a detailed overview of the rationale and the developments that led to the agreement. Employing the regime theory, the author argues that the US–India nuclear agreement was neither an overturn of the US nuclear nonproliferation policy nor an unravelling of the NPT-centric regime. Rather, it was a strategic move to accommodate India, the anomaly within the regime.

India is one of the world’s fasted growing economies and, consequently, energy markets. It is confronted with the challenge of closing the vast gap between energy demand and supply and additionally considering climate change. Currently, India’s energy mix is dominated by fossil fuels such as oil and coal, which has to be imported and makes the country dependent on global price fluctuations. Nuclear power is an energy resource that could increase India’s energy security and fulfil the needs of guaranteeing both economic growth and environmental sustainability for India. This paper analyses India’s Nuclear Energy Policy, its three stage nuclear plan and its historical development. Due to lacking civil nuclear cooperation with other countries and few uranium reserves of bad quality, India was not able to develop and unfold its nuclear program over the last decades. An important step towards a larger share of nuclear power has been the Indo-US nuclear deal, which the Indian government appreciates very much, as it opened up trade options for technology and fuel for India. Morever, this paper focuses on legal issues concerning nuclear energy, its advantages and disadvanteges and will also give critique on the implementation and integration of the policy. It will conclude that nuclear energy has a lot of obstacles, but is an important alternative option for India to become independent from fossil fuels.
