Despite its tiny size and seeming marginality to world affairs, the Central American republic of Costa Rica has long been considered an important site for experimentation in cutting-edge environmental policy. From protected area management to ecotourism to payment for environmental services (PES) and beyond, for the past half-century the country has successfully positioned itself at the forefront of novel trends in environmental governance and sustainable development. Avoided deforestation can be characterized as the use of financial incentives to reduce rates of deforestation and forest degradation, with much of the focus on forests in tropical countries. While avoided deforestation, as a policy issue, is not new, the current debate in academic and policy circles on including it in future climate change mitigation strategies such as the Clean Development Mechanism is gathering pace – and this debate is only likely to intensify as negotiations continue over what should be included in the successor agreement to the Kyoto Protocol, which is set to expire in 2012. Up until now, however, the debate in terms of the scientific and economic implications of avoided deforestation has not been brought together. Latin America and the Caribbean (LAC) region is exceptionally biodiverse. It contains about half of the world’s remaining tropical forests, nearly one-fifth of its coastal habitats, and some of its most productive agricultural and marine areas. But agriculture, fishing and other human activities linked to rapid population and economic growth increasingly threaten that biodiversity. Moreover, poverty, weak regulatory capacity, and limited political will hamper conservation. Given this dilemma, it is critically important to design conservation strategies on the basis of the best available information about both biodiversity and the track records of the various policies that have been used to protect it. This rigorously researched book has three key aims. It describes the status of biodiversity in LAC, the main threats to this biodiversity, and the drivers of these threats. It identifies the main policies being used to conserve biodiversity and assesses their effectiveness and potential for further implementation. This volume advances the state-of-the-art in the study of the interplay among financial crises, poverty dynamics and environmental sustainability. It offers timely and unique contributions to the immediate global challenge of sustainable development. Developing a new evidence-base, the volume offers concrete recommendations for policy action needed in advancing the Sustainable Development Goals (SDGs) in relation to environment and poverty during the current conditions of financial distress. The approach taken is inductive and evidence-driven. Most analysis is based on in-depth case studies that aim to offer a detailed and dynamic picture on how poverty and environmental sustainability interact in specific social contexts and financial crises. In this way the volume aims to generate a wealth of new and concrete evidence that offer a solid foundation to understand the multiple channels through which social and environmental factors interact, and the ways in which this interaction can and should be managed in order to achieve the needed global transition to sustainability.
