The Sendai Framework for Disaster Risk Reduction 2015–2030 has identified four priority areas for Disaster Risk Reduction: understanding disaster risk; strengthening disaster risk governance to manage disaster risk; investing in disaster risk reduction for resilience and enhancing disaster preparedness for effective response; and to "Build Back Better" in recovery, rehabilitation and reconstruction. Social Network Analysis (SNA) is the identification of the relationships and attributes of members, key actors, and groups that social networks comprise. The National Research Council, at the request of the Department of Homeland Security, held a two-day workshop on the use of SNA for the purpose of building community disaster resilience. The workshop, summarized in this volume, was designed to provide guidance to the DHS on a potential research agenda that would increase the effectiveness of SNA for improving community disaster resilience. The workshop explored the state of the art in SNA and its applications in the identification, construction, and strengthening of networks within U.S. communities. Workshop participants discussed current work in SNA focused on characterizing networks; the theories, principles and research applicable to the design or strengthening of networks; the gaps in knowledge that prevent the application of SNA to the construction of networks; and research areas that could fill those gaps. Elements of a research agenda to support the design, development, and implementation of social networks for the specific purpose of strengthening community resilience against natural and human-made disasters were discussed.

Emergency response agencies across the homeland security spectrum rely on their public information offices to leverage social media in support of citizens and response organizations during times of disaster. Do these public information practitioners have the guidance and tools necessary to represent their organizations effectively in times of emergency? To answer this question, this thesis reviews social media policies at the local, state, federal and international emergency response agency levels, specifically looking at guidance provided for crisis communications social media use during and after a disaster. Case studies on how social media are used during and after a disaster are studied from the various perspectives. Finally, this research examines additional considerations for social media and emergency response. The policy review and case studies find a disparity between what is expected of our emergency response agency communicators and the guidance provided to them to meet the needs of our citizens and organizations in a time of disaster. This gap between policy and action leaves room for miscommunication and inconsistencies that must be addressed. This thesis concludes with research analysis, addressing that information gap and provides a policy template for normal conditions and emergency response events.

Following an earlier NRC workshop on public response to alerts and warnings delivered to mobile devices, a related workshop was held on February 28 and 29, 2012 to look at the role of social media in disaster response. This was one of the first workshops convened to look systematically at the use of social media for alerts and warningsan event that brought together social science researchers, technologists, emergency management professionals, and other experts on how the public and emergency managers use social media in disasters.In addition to exploring how officials monitor social media, as well as the resulting privacy considerations, the workshop focused on such topics as: what is known about how the public responds to alerts and warnings; the implications of what is known about such public responses for the use of social media to provide alerts and warnings to the public; and approaches to enhancing the situational awareness of emergency managers. Public Response to Alerts and Warnings Using Social Media: Report of a Workshop on Current Knowledge and Research Gaps summarizes presentations made by invited speakers, other remarks by workshop participants, and discussions during parallel breakout sessions. It also points to potential topics for future research, as well as possible areas for future research investment, and it describes some of the challenges facing disaster managers who are seeking to incorporate social media into regular practice.
