In the past five years, the small ruminant sector in the Western Balkans has experienced a decline, most notably in Albania, where the sheep population decreased from 1.97 million to 1.48 million. Despite this setback, Albania remains the leading producer of sheep and goat milk in the region, while Serbia has achieved a remarkable 44.6 percent increase in sheep and goat meat production over the past decade. Albania's per capita consumption of mutton and goat meat stands among the highest globally at 8.68 kg/year in 2020, a stark contrast to other Western Balkans countries, where consumption ranges from 0.61 to 3.33 kg/year. Bosnia and Herzegovina is the top importer of live small ruminants, whereas Serbia and Montenegro mainly import processed sheep and goat meat. The report delineates four principal market channels for small ruminant milk and three for small ruminant meat that farmers utilize for product commercialization. Albanian small ruminant farmers predominantly focus on milk production, while their counterparts in Serbia, Montenegro, and Bosnia and Herzegovina are inclined towards meat production. The sheep and goat sector confronts several challenges, including limited labour availability, depressed prices, and insufficient investment funds. Additionally, the undeveloped wool value chain raises environmental concerns. Regarding policy preferences, sheep and goat farmers favour direct support measures, such as per head payments for milking small ruminants. Suggested interventions include replicating successful business models, fostering collective actions, and aligning strategies with the European Union's Green Deal. The report underscores the necessity for enhanced buyer–farmer integration, effective value chain governance, and strategic farm management practices to foster growth in the small ruminant sector.

Although at different stages of development, the countries of the Western Balkans—Albania, Bosnia and Herzegovina, the former Yugoslav Republic of Macedonia, Montenegro, and Serbia—face similar challenges in transforming and modernizing their agricultural food production (agri-food) sectors. Their rural sectors have lagged behind the rest of the economy in growth and poverty reduction, their agri-food sectors are undercapitalized and highly fragmented, and their agro-processing capacities limited. Agricultural trade deficits are widening, climate change is posing increasing risks to farm incomes, and low-cost imports and changing consumer preferences are further eroding competitiveness. Added to this scenario are the challenges and opportunities of adopting the EU 'acquis communautaire' relating to agriculture. Based on recent World Bank reports prepared in collaboration with the Food and Agriculture Organization of the United Nations and the European Commission Directorate General for Agriculture and Rural Development, 'The Changing Face of Rural Space: Agriculture and Rural Development in the Western Balkans' identifies what is constraining agricultural competitiveness in these countries, examines public expenditures in agriculture, and diagnoses key challenges for agricultural policy makers. The background for conducting country studies on the challenges, needs and constraints of smallholders and family farms in seven countries has been a wish to further strengthen the Regional Initiative and develop the initiative towards a stronger programmatic approach at both the regional and country levels. To provide support to smallholders and family farms, there has been a need to develop a better understanding and knowledge platform of the main challenges, needs and constraints of smallholders and family farms in the specific country context. Even though many of the challenges are the same throughout the region, there are still significant variations among the countries; it is important to recognize and understand these variations when designing support to smallholders and family farms in each specific country. It has been the objectives of the country studies first to analyze the development trend and current state of smallholders and family farms in the specific country, second to study the current political priorities and policies affecting smallholders and family farms, and finally, based on the conclusions made, to provide recommendations, mainly at the policy level, on how to further support the development of commercial family farms and at the same time ensure in general inclusive growth, improved rural livelihood for women and men and the reduction of rural poverty for all. The INRA Feeding System for Ruminants has been renewed to better address emerging challenges for animal nutrition: prevision of productive responses, product quality, animal health and emissions to the environment, in a larger extent of breeding contexts. The new system is mainly built from meta-analyses of large data bases, and modelling. The dietary supply model accounts for digestive interactions and flows of individual nutrients, so that feed values depend on the final ration. Animal requirements account for variability in metabolic efficiency. Various productive and non-productive animal responses to diets are quantified. This book presents the whole system for dairy and meat, large and small ruminant production, including specificities for tropical and Mediterranean areas. The first two sections present biological concepts and equations (with their field of application and statistical accuracy) used to predict intake (including at grazing) and nutrient supply (Section 1), animal’s requirements and multiple responses to diets (Section 2). They apply to net energy, metabolisable protein and amino acids, water, minerals and vitamins. Section 3 presents the use of concepts and equations in rationing with two purposes: (1) diet calculation for a given performance objective; and (2) prediction of the multiple responses of animal to diet changes. Section 4 displays the tables of feed values, and their prevision. All the equations and concepts are embedded in the fifth version of INRAtion® software for practical use.
