It presents the authority, background, and rationale for the various activities performed by the Marine Technical and Hazardous Materials Division G-MTH) and certain branches of the Merchant Vessel Inspection Division (G-MVI) at Headquarters, and three field (mmt) offices in New York, New Orleans, and San Francisco. Along with field marine safety units, these activities comprise the federal program for assuring that commercial vessels and their equipment are designed in accordance with federal safety and pollution abatement standards.
