Battelle Memorial Institutes̀ nuclear research facilities are currently being maintained in a surveillance and maintenance (S & M) mode with continual decontamination and decommissioning (D & D) activities being conducted under Department of Energy (DOE) Contract W-7405-ENG-92. These activities are referred to under the Contract as the Battelle Columbus Laboratories Decommissioning Project (BCLDP). Operations referenced in this report are performed in support of S & M and D & D activities. Battelles̀ King Avenue facility is not considered in this report to the extent that the West Jefferson facility is. The source term at the King Avenue site is a small fraction of the source term at the West Jefferson site. Off site levels of radionuclides that could be attributed to the west Jefferson and King Avenue nuclear operations wereindistinguishable from background levels at specific locations where air, water, and direct radiation measurements were performed. Environmental monitoring continued to demonstrate compliance by Battelle with federal, state and local regulations. Routine, nonradiological activities performed include monitoring liquid effluents and monitoring the ground water system for the West Jefferson North site. Samples of various environmental media including air, water, grass, fish, field and garden crops, sediment and soil were collected from the region surrounding the two sites and analyzed.

The U.S. Department of Energy (DOE) Order 5400.1 General Environmental Protection Program, requires DOE facilities, that conduct environmental protection programs, to annually prepare a Site Environmental Report (SER). The purpose of the SER is to provide an abstract of environmental assessments conducted in order to characterize site environmental management performance, to confirm compliance with environmental standards and requirements, and to highlight significant programs and efforts of environmental merit. The content of this SER is not restricted to a synopsis of the required data, in addition, information pertaining to new and continued monitoring and compliance activities during the 1995 calendar year are also included. Data contained in this report are derived from those monitoring programs directed by the Waste Isolation Pilot Plant (WIPP) Environmental Monitoring Plan (EMP). The EMP provides inclusive guidelines implemented to detect potential impacts to the environment and to establish baseline measurements for future environmental evaluations. Surface water, groundwater. air, soil, and biotic matrices are monitored for an array of radiological and nonradiological factors. The baseline radiological surveillance program encompasses a broader geographic area that includes nearby ranches, villages, and cities. Most elements of nonradiological assessments are conducted within the geographic vicinity of the WIPP site.

Every human is exposed to natural radiation. This exposure comes from many sources, including cosmic radiation from outer space, naturally-occurring radon, and radioactivity from substances in our bodies. In addition to natural sources of radiation, humans can also be exposed to man-made sources of radiation. Examples of man-made sources include nuclear medicine, X-rays, nuclear weapons testing, and accidents at nuclear power plants. The Idaho National Engineering Laboratory (INEL) is a U.S. Department of Energy (DOE) research facility that deals, in part, with studying nuclear reactors and storing radioactive materials. Careful handling and rigorous procedures do not completely eliminate the risk of releasing radioactivity. So, there is a remote possibility for a member of the public near the INEL to be exposed to radioactivity from the INEL. Extensive monitoring of the environment takes place on and around the INEL. These programs search for radionuclides and other contaminants. The results of these programs are presented each year in a site environmental report. This report provides information about environmental programs and compliance with environmental regulations in calendar year 1995 (CY95) at the Stanford Linear Accelerator Center (SLAC). SLAC is a national laboratory operated by Stanford University under contract with the US Department of Energy (DOE) and is devoted to experimental and theoretical research in elementary particle physics, in basic sciences using synchrotron radiation, and in accelerator physics and technology. SLAC's Environment, Safety, and Health (ES & H) Division consists of five departments and a Program Planning Office (PPO). Their shared goal is to help ensure that SLAC operates in compliance with federal, state, and local regulations, as well as DOE Orders related to environment, safety, and health. The five departments are: (1) Environmental Protection and Restoration (EPR), (2) Operational Health Physics (OHP), (3) Radiation Physics (RP), (4) Safety, Health, and Assurance (SHA), and (5) Waste Management (WM). The EPR Department oversees the majority of SLAC's environmental programs, including programs for environmental restoration; waste minimization; air quality; storm water and industrial wastewater; polychlorinated biphenyls (PCBs); and groundwater. The WM Department coordinates disposal of hazardous, radioactive, and mixed waste. The OHP Department, in cooperation with the EPR Department, oversees environmental radiological monitoring and dosimetry at SLAC. The SHA Department oversees quality assurance for SLAC's environmental activities. The RP Department conducts beam checkouts of new experiments to ensure shielding adequacy for the protection of the workers and members of the general public. The most significant information in this report is summarized briefly in the following sections.

The Western Area Power Administration (Western) has established a formal environmental protection, auditing, monitoring, and planning program that has been in effect since 1978. The significant environmental projects and issues Western was involved with in 1995 are discussed in this annual site environmental report. It is written to show the nature and effectiveness of the environmental protection program. Western operates and maintains nearly 17,000 miles of transmission lines, 257 substations, and various appurtenant power facilities in fifteen central and western states. Western is also responsible for planning, construction, and operation and maintenance of additional federal transmission facilities that may be authorized in the future. There is a combined total of 55 hydroelectric power generating plants in the service area. Additionally, Western markets the US entitlement from the Navajo coal-fired plant near Page, Arizona. The Department of Energy requires the preparation of an annual site environmental report. Because Western has over 400 facilities located in these states, this report addresses the environmental activities in all the facilities as one site.
