The differing strategic perspectives of London and Washington were central to the tensions and misunderstandings that separated the two dominant powers in 1918 and determined how these two countries would interact following the Armistice. The popular image of the First World War is dominated by two misconceptions. The first holds that the war was an exercise in futility in which incompetent upper class generals callously sacrificed an entire generation of young men to no good purpose. The second holds that the debate about British strategic policy during the First World War was a gladiatorial contest between `brass hats' (generals), and `frock coats' (politicians). Historians, denied access for too long to the contemporary records of the private deliberations of policy-makers, had been forced to follow both interpretations. David French challenges this orthodoxy and suggests that the policy-makers were united in trying to relate strategic policy to a carefully considered set of war aims. His challenging conclusion is that the policy-makers never lost sight of their goal, which was to ensure that Britain fought the war at an acceptable cost and emerged from it with its security enhanced against both its enemies and its allies.

Based on a wide range of primary sources, this book shows the way in which diplomacy, economics, finance and strategy became intertwined during the First World War. The author examines the diplomatic, economic, financial and military relations between Britain and Russia and argues that the key to understanding the alliance is the British determination to win the war and the role Russia played in achieving this aim. British strategy is shown to be more the result of her relations with her allies, especially during the first years of the war, than a quarrel between East and West. This revision of the accepted interpretation of the strategy leads to a reassessment of the views of Lloyd George, Kitchener and Grey. The author concludes that in 1917 the British interest in Russia remained as it was earlier in the war: the maintenance of a powerful ally on the eastern front.
