The Strategic Environmental and Social Assessment (SESA) of the mining sector in Sierra Leone was undertaken in response to the Government of Sierra Leone's (GOSL) request for assistance in developing its minerals policy. The SESA will help meet long-term country development by integrating environmental and social considerations in mining sector reforms. The crucial aspect of the SESA process is that the environmental and social priorities for mining reforms were identified by stakeholders in the four regions of the country. This report, the culmination of a sequence of workshops and analytic work, provides a summary of the findings of the SESA process and makes recommendations on the policy, institutional, and governance changes required addressing environmental and social priorities in reform of the Sierra Leone mining sector. The SESA pays particular attention to political economy issues such as the potential capture or watering down of reforms by groups having vested interests or the danger of selective implementation of new policies and regulations due to pressure from powerful interest groups. It helps to identify innovative solutions to some of the potential problems and the limitations of new mining policies in a situation where institutional and governance capacity are likely to be weak for some time.

Political instability and lack of an enabling and internationally competitive environment conducive to attracting investments particularly affected the mining sector. Excessive government control and attempts to raise higher foreign exchange and fiscal revenues from artisanal diamond activities were detrimental to artisanal mining development. The study provides an assessment and analysis of the economic and social importance of the mining sector in Sierra Leone and its impact on economic outcomes. It makes recommendations and identifies an action plan for mining sector revival and development. The Government presented this report to the stakeholders, including its international development partners, at a workshop in May 2003. The outcome of the discussions and recommendations is reflected in the report. The resulting report was subsequently discussed in a second national workshop during January 2004. Since January 2003, the Ministry of Mineral Resources has focused on a number of fronts including: formation of a core mineral policy; deepening the policy work through a review of the mineral and regulatory framework; efforts to improve the development of basic mapping geo-information; completion of the initial work required for improved administration and management of mineral rights through a cadastre system; improvements in productivity, safety, and environmental conditions of mining activities; increased transparency in mineral sector revenues through the Extractive Industries Transparency Initiative and Kimberley Process; and improved social conditions in the mining areas. These efforts have led to positive results. Among the most notable are the sharp rise in diamond exports, the rehabilitation of a rutile mine initiated in May 2005, the current assessment of the possible reactivation of the existing bauxite mine during 2005; and a significant increase in mineral exploration.

This book presents the findings and recommendations of the evaluation of the World Bank's Strategic Environmental Assessment (SEA) Pilot Program. It shows that SEA can contribute to improving development policy and sector reform by calling attention to environmental and social priorities, strengthening constituencies, enhancing policy capacities, and improving social accountability. It also provides guidance for undertaking SEA in policy and sector reform. Although it acknowledges the need for tailoring SEA to the context of specific sectors and countries, the book discusses in detail and illustrates with examples the analytical work and participatory processes required for effective SEA at the policy level. It suggests that the time is ripe for scaling up SEA in development policy and sector reform and recommends the establishment of a global alliance on environmental and climate change mainstreaming to support developing countries efforts for achieving sustainable development. The book concludes by arguing that SEA applied to sector reform and development policy is a critical step for these efforts to be successful.
