Annotation Like its predecessor, this important new work is focused on the connection between trade and investment on the one hand and U.S. foreign policy on the other. David Pletcher describes the trade of the United States with the Far East, the islands of the Pacific, and the northwest coast of North America from 1784 (the year of the first American trading expedition to China) to 1844 (the year of the first trade treaty with China, followed immediately by the U.S. acquisition of Oregon and California). He then traces the growth of trade and investment in Alaska, Hawaii, and the South Pacific from 1844 to 1890 and proceeds to do the same for China, Japan, and Korea. In the ensuing chapters, Pletcher covers the 1890s, including the annexation of Hawaii, the Sino-Japanese War, the acquisition of the Philippines, and the Open Door policy in China. He concludes that the American expansion across the Pacific and into the Far East was not a deliberate, consistent drive for economic hegemony but a halting, experimental, improvised movement, carried out against determined opposition and indifference and dotted with setbacks and failures. Providing his own judgments about the wisdom and effectiveness of America's new endeavors, Pletcher summarizes the problems and handicaps involved, demonstrating that errors of the twentieth century were at least partly the result of poor preparation in the 1880s and 1890s. George Brown (1835-1917) was many things during his long life; leader in the Wesleyan Methodist Church in Australasia, explorer, linguist, political activist, apologist for the missionary enterprise, amateur anthropologist, writer, constant traveller, collector of artefacts, photographer and stirrer. He saw himself, at heart, as a missionary. The islands of the Pacific Ocean were the scene of his endeavours, with extended periods lived in Samoa and the New Britain region of todays Papua New Guinea, followed by repeated visits to Tonga, Fiji, the Milne Bay region of Papua New Guinea and the Solomon Islands. It could be argued that while he was a missionary in the Pacific region he was not a pacific missionary. Brown gained unwanted notoriety for involvement in a violent confrontation at one point in his career, and lived through conflict in many contexts but he also frequently worked as a peace maker. Policies he helped shape on issues such as church union, indigenous leadership, representation by lay people and a wider role for women continue to influence Uniting Church in Australia and churches in the Pacific region. His name is still remembered with honour in several parts of the Pacific. Browns marriage to Sarah Lydia Wallis, daughter of pioneer missionaries to New Zealand, was long and rich. Each strengthened the other and they stand side by side in this account.

In the 400 years from Magellan's entrance into Pacific waters to 1920, the lives of the people of the South Pacific were utterly transformed. Exotic diseases from Europe and America, particularly the worldwide influenza pandemic, were deadly for islanders. During the nineteenth century, British and American settlers acquired a vast amount of land from indigenous people throughout the Pacific, but in no two places did they acquire it the same way. Stuart Banner tells the story of colonial settlement in Australia, New Zealand, Fiji, Tonga, Hawaii, California, Oregon, Washington, British Columbia, and Alaska. Today, indigenous people own much more land in some of these places than in others. And certain indigenous peoples benefit from treaty rights, while others do not. These variations are traceable to choices made more than a century ago--choices about whether indigenous people were the owners of their land and how that land was to be transferred to whites. Banner argues that these differences were not due to any deliberate land policy created in London or Washington. Rather, the decisions were made locally by settlers and colonial officials and were based on factors peculiar to each colony, such as whether the local indigenous people were agriculturalists and what level of political organization they had attained. These differences loom very large now, perhaps even larger than they did in the nineteenth century, because they continue to influence the course of litigation and political struggle between indigenous people and whites over claims to land and other resources. "Possessing the Pacific" is an original and broadly conceived study of how colonial struggles over land still shape the relations between whites and indigenous people throughout much of the world.

Patrons, Clients, and Empire challenges the stereotypes of despotic imperial power in Asian, African, and Pacific colonies by analysing the relationship between rulers and rulers on both sides of the imperial equation. It seeks an answer to the question: how were European officials able to govern so many societies for so long? Rejecting the usual explanations of 'collaboration' and indirect rule', this study looks to pre-imperial structures in the indigenous hierarchies which supplied patrimonial models of chieftaincy for territorial government. For nawabs, chiefs, emirs, sultans, and their officials and followers there were dynastic and economic advantages in accepting the terms of European over-rule, as well as the threat of deposition. For European officials, few in numbers and with limited military and financial resources, there were ready-made systems of local government that could be co-opted, reformed, or left relatively untouched. Both sides played politics as patrons and clients within a dual system of administration based on a mixture of force and self-interest. Surveying a wide variety of cases and employing a patron-client model, this study embraces pre-colonial, colonial, and post-colonial politics in new states. It covers the chronology of early European dependency on local rulers; the reasons for reversal of status among chiefs and administrators; the longer period of political bargaining over access to local resources in terms of land, labour, and taxes; and the ultimate fate of indigenous rulers in the period of party politics leading to independence.
