We are pleased to be here today to discuss our past work involving security at the Department of Energy's (DOE) facilities. These facilities, particularly its nuclear weapons design laboratories and its nuclear material and weapons production facilities, have long been viewed by DOE and the FBI as targets of espionage and other threats. Recent revelations of the possible loss of nuclear weapons design and other classified information to foreign countries have focused renewed attention on the effectiveness of security at DOE'S facilities and have prompted concerns at high levels in the government, including the Administration and the Congress. To protect its facilities from security threats, DOE created a multifaceted, defense-in-depth security strategy. Under such a strategy, various lines of defense are used to protect classified and sensitive information, nuclear materials, and equipment. Over the last 20 years, we have performed numerous reviews of security that, unfortunately, Mr. Charmain, show series weaknesses in many of the lines of defense that have lead to loss of classified or sensitive information and technology.
