Excerpt from Report of the Sewer Commissioners Upon a Sewer Tax for the City of Brockton, 1894: Transmitting the Report of the City Engineer Upon the Subject of Sewer Assessments Gentlemen: - In pursuance of an order requesting the Sewerage Commissioners to report, through the Joint Standing Committee on Sewerage and Drainage, to the City Council, some system of sewer assessments, the undersigned have the pleasure of offering the following recommendations: - First: That one-fourth of the total sewerage debt be raised by an assessment upon land abutting sewers. Second: That two-thirds of the yearly cost, including maintenance, be raised by rental. Third: That the remainder be paid by the general tax. Fourth: That to accomplish these results the accompanying draft of an ordinance, subject to the City Solicitor's opinion, be adopted. Draft of an Ordinance. "Be it ordained by the City Council of the City of Brockton as follows: - "Section I. That an assessment shall be made upon the owners of abutting estates, by a fixed uniform rate based upon the estimated cost of the entire system, of fifteen cents ($0.15) a lineal foot of frontage of such estates on any street or way where a sewer is constructed, and of three mills ($0.003) square foot according to the area of such estates within a fixed depth of 125 feet from such street or way; but no area shall be assessed more than once.
