How do states prevent the recognition of territories that have unilaterally declared independence? At a time when the issue of secession is becoming increasingly significant on the world stage, this is the first book to consider this crucial question. Analysing the efforts of the governments of Serbia, Georgia, and Cyprus to prevent the international recognition of Kosovo, South Ossetia, Abkhazia, and northern Cyprus the work draws on in depth interviews with a number of leading policy makers to explain how each of the countries has designed, developed, and implemented its counter secession strategies. After explaining how the principle of the territorial integrity of states has tended to take precedence over the right of self-determination, it examines the range of ways countries facing a separatist threat can prevent recognition by other states and considers the increasingly important role played by international and regional organisations, especially the United Nations, in the recognition process. Additionally, it shows how forms of legitimisation or acknowledgement are also central elements of any counter-recognition process, and why steps to prevent secessionist entities from participating in major sporting and cultural bodies are given so much attention. Finally, it questions the effects of these counter recognition efforts on attempts to solve these territorial conflicts. In 1945, there were 74 independent countries. Today there are 195. The breakup of colonial empires, the collapse of the Soviet Union, and various secessions all over the world have led to the creation of numerous new sovereign states since World War II. Historically, the expansion and contraction of states has resulted from the competition between two living forces: secessionism and countersecessionism. Secession is the “detachment of a territory from an existing state with the aim of creating a new state on the detached territory”. By contrast, counter-secession could be defined as an attempt to prevent the break-up of states as well as their recognition by other states at the international level. Movements of secession and counter-secession compete and frequently clash over the formation of new states and one of the goals of this book is to understand the strategies of actors in favour of changing political borders as well as the reactions of those who want to prevent the break-up of states.

Secession and the Sovereignty Game offers a comprehensive strategic theory for how secessionist movements attempt to win independence. Combining original data analysis, fieldwork, interviews with secessionist leaders, and case studies on Catalonia, the Murrawarri Republic, West Papua, Bougainville, New Caledonia, and Northern Cyprus, Ryan D. Griffiths shows how the rules and informal practices of sovereign recognition create a strategic playing field between existing states and aspiring nations that he terms "the sovereignty game." To win sovereign statehood, all secessionist movements have to maneuver on the same strategic playing field while varying their tactics according to local conditions. To obtain recognition, secessionist movements use tactics of electoral capture, nonviolent civil resistance, and violence. To persuade the home state and the international community, they appeal to normative arguments regarding earned sovereignty, decolonization, the right to choose, inherent sovereignty, and human rights. The pursuit of independence can be enormously disruptive and is quite often violent.
