This monograph examines China's approach to using sea power to defend and advance its maritime claims in the East China Sea and South China Sea. This approach, which Chinese strategists sometimes called "echelon defense," involves the use of non-military instruments of sea power--especially maritime law enforcement forces--to vie with other states for control over disputed maritime space. These non-military forces operate on the first line (or echelon) of China's expanding frontier. Behind them, on the second line, China employs naval forces to deter foreign leaders from using force, thereby compelling them to compete on China's own terms. The echelon defense approach allows China to gradually achieve its objectives without risking a conflict or giving other great powers such as the United States sufficient grounds to intervene. Since 2006, when this approach was pioneered, it has enabled China to expand its influence and control in maritime East Asia. But it has also harmed China's relations with its neighbors and other great powers. The Spanish Civil War of 1936-1939 underlined the importance of the sea as the supply route to both General Franco's insurgents and the Spanish Republic. There were attempted blockades by Franco as well as attacks by his Italian and German allies against legitimate neutral, largely British, merchant shipping bound for Spanish Republican ports and challenges to the Royal Navy, which was obliged to maintain a heavy presence in the area. The conflict provoked splits in British public opinion. Events at sea both created and reflected the international tensions of the latter 1930s, when the policy of appeasement of Germany and Italy dissuaded Britain from taking action against those countries’ activities in Spain, except to participate in a largely ineffective naval patrol to try to prevent the supply of war material to both sides. This book is the first major study of Winston Churchill's record as a naval strategist and his impact as the most prominent guardian of Britain's sea power in the modern era. The book debunks many popular and well-entrenched myths surrounding controversial episodes in both World Wars, including the Dardanelles disaster, the Norwegian Campaign, the Battle of the Atlantic, and the devastating loss of the Prince of Wales and Repulse in 1941. It shows that many common criticisms of Churchill have been exaggerated, but also that some of his mistakes have been largely overlooked. The book also examines Churchill's evolution as a maritime strategist over the course of his career, and documents his critical part in managing Britain's naval decline during the first half of the twentieth century.
