This document -- the Savannah River Site Environmental Monitoring Plan (SRS EM Plan) -- has been prepared according to guidance contained in the DOE 5400 Series orders, in 10 CFR 834, and in DOE/EH-0173T, Environmental Regulatory Guide for Radiological Effluent Monitoring and environmental Surveillance [DOE, 1991]. The SRS EM Plan's purpose is to define the criteria, regulations, and guideline requirements with which SRS will comply. These criteria and requirements are applicable to environmental monitoring activities performed in support of the SRS Environmental Monitoring Program (SRS EM Program), WSRC-3Q1-2, Volume 1, Section 1100. Savannah River Site (SRS) conducts effluent monitoring and environmental surveillance to ensure the safety of the public and the well-being of the environment. DOE Order 5400,1, ''General Environmental Protection Program, '' requires the submission of an environmental report that documents the impact of facility operations on the environment and on public health. SRS has had an extensive environmental surveillance program in place since 1951 (before site startup). At that time, data generated by the on-site surveillance program were reported in site documents.
