The sharp increase in both the price of crude oil and resulting revenues to Saudi Arabia has seen the rapid growth of the kingdom’s international trade and a large accumulation of financial assets. These sudden and drastic changes have taken place, however, within a mainly traditional economy, unprepared to cope with a massive increase in government revenues. Long-term planning is therefore of the utmost importance to Saudi Arabia, and this study, first published in 1978, presents a detailed analysis of the structure of the kingdom’s economy, represented by a dynamic simulation model. The first part of the book considers, among other issues, the production of crude oil, the non-oil production, the accumulation of productive capital, the Saudi population and labour force, the mechanism of domestic inflation, and the relationship of Saudi Arabia with the rest of the world. The second part then presents simulation experiments conducted upon the model, which are commented on and analysed. A concluding chapter illustrates how such a study may be extended to cover several other countries in the Middle East.

Saudi Arabia’s strategic relations with the West involve clear and direct common strategic interests in the Gulf and in the Near East. While they compete in terms of trade and oil prices, they share a common commitment to private enterprise and to maintaining a stable balance of world trade. Saudi Arabia often differs with given Western states in terms of specific strategic interests and tactics, but these differences are rarely significant enough to prevent close cooperation. Even the differences over the Arab-Israeli peace issue are largely ones of timing and tactics. Saudi Arabia must preserve friendly relations with Syria, and is vulnerable to attacks by Arab radicals and Iran. It has also differed with the US over the specific approach that should be taken to achieving an Arab-Israeli peace settlement, but it has consistently pushed for a peace settlement within the Arab world. Sovereign wealth funds (SWFs) have reached a transitional moment. Created as a way to direct excess wealth toward economic development and long-term financial returns, some countries are now seeing a decline in revenue from sources such as oil. Many SWFs are now facing a new challenge—how to spend sustainably without depleting the funds. Sovereign Wealth Funds in Resource Economies explains the fiscal rules and institutional structures that can make SWFs thrive, providing a practical and theoretical guide to their optimal use in resource-revenue management. Khalid Alsweilem and Malan Rietveld put forward an institutional perspective of SWFs as quasi-independent political and economic entities charged with managing national resource wealth, examining both investment and disbursement strategies. They advance a systematic, rule-based approach, suggesting when to accumulate and when to begin countercyclical spending based on concrete case studies. More than a mere financial portfolio, SWFs must be embedded in a credible fiscal and institutional framework if they are to contribute to improved economic performance.
