Excerpt from S. 929-the Department of Commerce Dismantling Act: Hearings Before the Committee on Governmental Affairs, United States Senate, One Hundred Fourth Congress, First Session on S. 929 to Abolish the Department of Commerce, July 25 and 27, 1995 Dear colleague: The recently-passed Senate Budget Resolution calls for the elimination of the Commerce Department. We are writing to invite you to become an original cosponsor of legislation that would implement the budget resolution's recommendation. The Commerce Department Dismantling Act of 1995 was drafted by the Senate Task Force on Elimination of Government Agencies and a similar House gop Freshman Task Force. The Commerce Department has evolved into a loose collection of more than 100 programs according to the agency's own Inspector General. The General Accounting Office goes further, reporting that the Department faces the most complex web of divided authorities sharing its missions with at least 71 federal departments, agencies, and offices. Its bureaucracy is bloated, its infrastructure is in disrepair, and more than 60 percent of its budget is dedicated to activities completely unre lated to its mission. We must eliminate unnecessary and duplicative departments and agencies like Commerce if we are to truly restrain the Federal Government's growth and balance the budget. Under the Commerce Department Dismantling Act of those pro grams and functions that are deemed unnecessary, duplicative, and wasteful are terminated entirely. The remaining programs are either consolidated and reassigned to other appropriate departments, or transferred to the private sector.
