Due to this institutionally-driven vision, Russia sees itself facing increasing military-political and strategic threats all along its frontiers. Recent Russian policies reflect that perception and Moscow's adaptation to it. We may think this threat perception to be misguided, even bizarrely misconceived, given our own beliefs about what American policy is and what its goals are. Nevertheless, the strongest forces in the Russian policy community have bought into that vision and have made policy accordingly. Therefore, the key point that readers should take as they read these papers together is that Russian and American perspectives and policies are mutually interactive. They do not take place in a strategic vacuum devoid of all context, and develop to a considerable degree in response to the other side's activities and rhetoric. Neither we nor Russia can act in disregard of the fact that our actions have consequences and that other state actors in Eurasia, as elsewhere, also have a vote in shaping the context of international affairs and in the day-to-day conduct of U.S. and Russian national security policy.

The very fact of this precariousness makes Russia an inherently unpredictable and even potentially dangerous actor, not necessarily because it will actively attack its neighbors, though we certainly cannot exclude that possibility, but rather because it may come apart trying to play the role of a great power in Eurasia or elsewhere. As we all know, that outcome happened in 1917 and in 1989-91, with profound implications for international security and U.S. interests. The strategic point at issue here goes beyond merely cataloguing Russia's deficiencies, many of which are well-known. These indicators should give early warning to analysts within the Army, the U.S. Government, and the broader society, if not abroad, about the fundamental problems of instability that lie at the foundation of Russian governance and security. Precisely because Russia is so important an actor in so many theaters and issue areas, any manifestation of that inherent unpredictability and instability should set alarm bells ringing. As we are now, according to many analysts, in a "risk society," it becomes incumbent upon us, if we are not to be unduly surprised, to diversify our risks and to develop greater understanding of the potential challenges that those risks could trigger. For these reasons, these essays are a unique value. That value is not because they are provocative, which they are, but, as noted earlier, because they function as a kind of early warning to the U.S. Army and the U.S. Government that future scenarios may well involve contingencies that we do not wish to imagine at present but which we may be obliged to confront. Therefore, we must think about preventing them from growing into full-blown military contingencies while we can. If that effort ensures and owes something to these essays, then they will have served their purpose. Demilitarization of Russian strategic thinking is a thing of the past. This, however, does not mean a return to the Cold War mentality. More likely, Russian strategic thinkers and practitioners are back 100-120 years in time, in the pre-World War I environment of ruthless strategic competition among the major powers.

This book examines the evolution of Russia’s security policy under Putin in the 21st century, using a critical security studies approach. Drawing on critical approaches to security the book investigates the interrelationship between the internal-external nexus and the politics of (in)security and regime-building in Putin’s Russia. In so doing, it evaluates the way that this evolving relationship between state identities and security discourses framed the construction of individual security policies, and how, in turn, individual issues can impact on the meta-discourses of state and security agendas. To this end, the (de)securitisation discourses and practices towards the issue of Chechnya are examined as a case study. In so doing, this study has wider implications for how we read Russia as a security actor through an approach that emphasises the importance of taking into account its security culture, the interconnection between internal/external security priorities and the dramatic changes that have taken place in Russia’s conceptions of itself, national and security priorities and conceptualisation of key security issues, in this case Chechnya. These aspects of Russia’s security agenda remain somewhat of a neglected area of research, but, as argued in this book, offer structuring and framing implications for how we understand Russia’s position towards security issues, and perhaps those of rising powers more broadly. This book will be of much interest to students of Russian security, critical security studies and IR.

The documented threat assessments addressed here are clearly the culmination to date of a long-standing process by which the Russian military and government have forsaken the optimistic Westernizing postures and visions of the initial post-Soviet years and returned in many respects to assessments and demands for specific policies that evoke the Soviet mentality and period. The armed forces and the government have adopted a viewpoint that magnifies both the internal and external threats to Russia that they perceive and regard those threats as growing in number and saliency. This viewpoint is fundamentally at odds with both the post-1985 Soviet and Russian perspective and with Western perspectives on international security. The future course of Russian security policy is one of the most important and difficult questions in contemporary international affairs.
