Further, the typical Department of Defense (DOD) myopia of focusing primarily on the war of the present may be blinding decision makers to the challenges of tomorrow. Handling these long-term threats will require forethought and planning. Preparing the US military will require innovative planning, which needs to include the introduction of emerging technologies, dynamic systems, and insightful strategies that can meet the full spectrum of challenges presented by a resurgent Russia. The purpose of this monograph is to provide the background information necessary to establish a priority listing of the types of systems and organizations needed to meet this kind of future threat. The results of this study will be combined with other alternate futures to optimize the mix of systems and strategies for the U.S. Air Force of 2030. Russia has had a turbulent history, and those experiences have had an indelible influence on the nation as it moved from its tsarist past, through the Soviet interregnum, to its brief flirtation with democracy. These traditions and cultural pressures have instilled in the Russian psyche a belief that strives for stability and seeks strong leadership. Furthermore, Russia tends to value stability and its proclivity for strong leadership even when these traits conflict with those democratic ideals that have become mainstays in the West since the time of the Renaissance and the Reformation. After each change in governance, Russia always returns to form, which is now easy to follow in the Putin era. There is a willing consolidation of power in an authoritarian-style government that is leading Russia back onto the world stage. This resurgent Russia will ultimately become a serious competitor to the United States and over the years could well become a threat.

Currently the framework conditions for science and technology and innovation (STI) policy have changed significantly in Russia: a system of technology forecasting has been established, which focuses on ensuring the future needs of the manufacturing sector of the national economy. This system was supposed to be the main part of the state strategy planning system which is currently being formed. Over the last decade dozens of science and technology forward-looking projects have been implemented, among which 3 cycles of long-term S&T Foresight stand out prominently. The Foresight was developed by the request of the Ministry of Education and Science of the Russian Federation. The development of the 3rd cycle of long-term Foresight includes both normative ("market pull") and research ("technology push") approaches. The project involved more than 2,000 experts and more than 200 organizations. Within the project a network of six sectoral Foresight centers was created on the basis of leading universities. The article describes the most important issues of future studies in Russia and presents the principles which formed the basis for the long-term science and technology (S&T) Foresight until 2030. The authors explore its position in the national technology Foresight system and the possibilities for the implementation of its results by the key stakeholders of the national innovation system and on the level of STI policy. Eventually Russian experience could be fairly interesting and useful for many other countries with similar socio-economic features and barrier.

The research presented in this paper focuses on the sustainable use of water resources in Russia based on a Foresight study with a 20-year time horizon. The study uses a scenario-planning method to develop four trajectories: economic depression, economic stagnation, visionary future, and national priority. These four trajectories offer significantly different yet plausible alternative futures. The current paper draws upon the earlier horizon scanning activity, which identified a set of trends, weak signals and wild cards, along with their implications for water resources in Russia. Based on this work, it identifies key factors and indicators, which may characterize future developments in the following domains: (i) the sustainability of water systems; (ii) water use by households and industry; and (iii) new water products and services. The evolution of variables and indicators will then be considered under the scenarios termed 'Nearly perfect future' (economic growth), 'Problem conservation' (economic stagnation), 'Losses and accidents' (economic depression), and 'National priority' trajectories. The paper concludes with a brief description of further research directions, including a discussion on the probability of the scenarios being implemented. Russian policy makers and water companies may use the scenarios to adapt (i.e. plan for timely responses), avert certain undesirable future developments, or approximate the visionary future of the sector.
