Although at different stages of development, the countries of the Western Balkans—Albania, Bosnia and Herzegovina, the former Yugoslav Republic of Macedonia, Montenegro, and Serbia—face similar challenges in transforming and modernizing their agricultural food production (agri-food) sectors. Their rural sectors have lagged behind the rest of the economy in growth and poverty reduction, their agri-food sectors are undercapitalized and highly fragmented, and their agro-processing capacities limited. Agricultural trade deficits are widening, climate change is posing increasing risks to farm incomes, and low-cost imports and changing consumer preferences are further eroding competitiveness. Added to this scenario are the challenges and opportunities of adopting the EU 'acquis communautaire' relating to agriculture. Based on recent World Bank reports prepared in collaboration with the Food and Agriculture Organization of the United Nations and the European Commission Directorate General for Agriculture and Rural Development, 'The Changing Face of Rural Space: Agriculture and Rural Development in the Western Balkans' identifies what is constraining agricultural competitiveness in these countries, examines public expenditures in agriculture, and diagnoses key challenges for agricultural policy makers. The book expands on previous findings to provide a strategic policy framework for transforming and modernizing the agri-food sector and, in the context of region’s ongoing process of integration with the European Union, creating a dynamic rural space in the Western Balkans. The book offers Western Balkan governments and international donors a shared vision of the goals and directions their agriculture and rural development policies and programs might take.

Albania is on the road to accession to the European Union. In this pre-accession period, the role of agricultural and rural development policy is crucial in order to prepare a viable farming sector that can withstand competitive pressures in the single market after joining the European Union. The economic and financial opportunities that the European Union provides through accessing the single market and the instruments of the Common Agricultural Policy (CAP) are additional strong incentives to prepare the agricultural sector for European Union integration. In order to maximize the benefits of the single market and of CAP measures, Albania needs to adjust agriculture support policies and align them to the CAP. In recent years, Albania has been making efforts to reform its agricultural and rural development policy and align it with the European Union CAP. The vision of the agricultural policy is based on the priorities of the Inter-sectorial Strategy for Agriculture and Rural Development (ISARD) 2014–2020, the National Strategy for Development and Integration (NSDI-II) 2015–2020, the National Programme for European Integration (NPEI) 2019–2021, GoA Program 2017–2020, as well as the Ministry of Agriculture and Rural Development (MARD) priorities.

Agriculture provides the livelihood to 60% of the Albanian population. Even though it is still fairly primitive and it will never probably ensure self-sufficiency in major agricultural commodities, it represents a useful shock absorber in the current situation of economic and social unrest. Since it started its transition to a market economy in 1991, Albania has carried out major reforms in the agricultural sector at large, achieving remarkable increases both in output and total factor productivity. However, more needs to be done to reduce rural poverty, stop environmental degradation and increase integration with regional and international economies. As Albania is accelerating its preparations towards candidate country status in the European Union (EU), numerous areas of public policy and –practices are undergoing intensive development. Regional development policy is a very new area of public policy in Albania and needs research and development. This study examines the process of sustainable development in Albania by analysing and comparing the regional development of the regions Tirana, Shkodra and Kukes. With regards to methodology the study relies on a review of literature as well as an analytical review of and a comparative approach to the three case regions, ensuring adequate quality through interviews and quantitative relevance through data collection. The research is organised in five chapters. The first chapter provides an overview over the research. The second chapter outlines the theories and scientific framework underlying the sustainable–development-to-regional-development process and its links to geography. The third chapter presents the overall picture of the regional development efforts in Albania, analysing disparities and regional development in the light of EU requirements and NUTS division. Chapter 4 continues this discourse by highlighting the regional development of the three regions: Tirana (driver for change), Shkodra (the North in development) and Kukes (the “shrinking” region). Conclusions and recommendations are presented in chapter 5. This research comes to the conclusions that if growth in Albania is to be increased and sustained, a regional development policy needs to be established.

This book is a contribution by a diverse group of authors from the academic, business and policy advice communities to our understanding of recent social and economic developments in Albania. The motivation for this book is that there are lessons of wider importance to be learnt from the fascinating story of recent Albanian developments. Michael Kaser opens the book with a recounting of the country's history and political economy before and during transition. He brings to the job nearly six decades of professional experience as a diplomat and academic and an intimate knowledge of Albania. This chapter provides a detailed political history during transition up to late 2004. Dirk Bezemer contributes an analysis of the collapse in early 1997 of the economy and society brought about by Ponzi schemes. He links the lack of productivity growth and the growth of a 'virtual' financial sector to policy practice focusing on macro stability and state abstinence from interfering in sectoral issues - policies which are still common in many transition and developing economies. Albania has implemented tight monetary policy, stabilised the exchange rate, implemented prudent fiscal polices, and achieved a significant reduction in domestic borrowing, all contributing to the decline of the overall deficit. Based on his expertise as an IMF analyst, Treichel discusses Albania's macroeconomic prospects. Nevila Konica documents the large Albanian emigration flows during transition, leading to an estimated ten percent of the population working outside Albanian territory. Based on her large primary survey data set, she explores personal attributes that characterise emigrants, as well as the extent of the 'brain drain'. She finds that remittances from emigration have been vitally important to Albania's economy by contributing to household incomes and reducing domestic unemployment. Klarita Gerxhani delves deeper into the nature of the informal economy and presents key insights from her original academic research based on fieldwork in Tirana. In her study of the street vending sector she traces its emergence to clear 'push' and 'pull' factors. emigration issue in the broader context of labour market developments. They analyse the large regional differences in unemployment rate, the large share of long-term unemployment and the persistently higher-than-average unemployment rate and falling participation rate for women. They also conclude that emigration reduced the pressure of unemployment in the labour market and on the government's budget, and contributed to financing imports, consumption and investments through remittances. Gloria La Cava uses her research experience as World Bank Senior Social Scientist specialising in the region to address, jointly with co-author Rafaella Nanetti, the changing socio-economic conditions that Albanians face. They focus on the nature of people's vulnerability resulting from a loss of social support during the transformation years, and on social programs addressing new needs. World Bank analyst Malcolm Childress discusses the 'unfinished business of land and property reform' in Albania. emergence of a dynamic land market and the sustained supply response which was expected. Urban property privatisation has fostered a construction boom in Tirana and along the coast and the creation of large areas of informal settlement on the outskirts of Tirana and Durres. Childress provides an insightful discussion of possible consequences. In the final chapter on agriculture, Pasquale Pazienza highlight key problems of land fragmentation and under-investment (particularly in the irrigation system), illuminating the current situation with the post-war history of agricultural and land reforms. He explores the determinants of productivity in a production function framework taking a long-term view, and draws out implication for what is still the largest sector in Albania's economy.
