To the dismay of the expansion projects construction crew his body has just been dug up on the beach by a piece of earthmoving equipment, immediately stopping progress on the condominium resort’s Phase III project. Stringer investigates not only the death of Kevin Haggerty Kapshaw, and the six individuals who make up the Residency Board, but also the Florida Sky Way Land Coalition, the company trying its best to stop the expansion project altogether.
