The purpose of the Southern Study Area (SSA) Report is to present the Army's Remedial Investigation (RI) results for the southern portion of Rocky Mountain Arsenal (RMA). This document is a formal RI product in accordance with the proposed Federal Facilities Agreement and Settlement Agreement (1988), the RMA Technical Program Plan (TPP) (PMO, 1988/RIC 88131R01), and the June 1985 U.S. Environmental Protection Agency (EPA) RI Guidance Document. The seven completed RI Study Area Reports (SARs), along with the RI media reports for air, biota, buildings, and water, fulfill the requirements of defining the nature and extent of contamination, and completing a comprehensive RI for the On-post Operable Unit of RMA as required by the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), the Superfund Amendments and Reauthorization Act (SARA), and the National Contingency Plan (NCP). The SSA report integrates known historical information, the results of previous investigations, and the current RI programs for buildings, soil, surface water, groundwater, biota, and air to present an overall environmental contamination assessment of the study area as required under Contract Numbers DAAA15-88-D- 0024. The SSA Report represents Volume VI of the overall RMA Remedial Investigation.

ABB Environmental Services, Inc. (ABB-ES) has prepared this Remedial Investigation (RI) Report on Area of Contamination (AOC) 43J, the former waste oil and historic gas station gasoline underground storage tank (UST) in the 10th Special Forces motor pool, at the Fort Devens U.S. Army Installation, Massachusetts (Fort Devens) to support Task Order 005 of Contract DAAAl5-91-D-0008 with the U.S. Army Environmental Center (USAEC). This RI Report details the results of the RI and previous investigations completed at the AOC 43J,- which were completed in accordance with relevant U.S. Environmental Protection Agency (USEPA) and USAEC guidance. Fort Devens is currently on the National Priorities List (NPL) and AOC 43J is considered a subsite to the entire installation. The RI field investigation was conducted at AOC 43J during September and October 1994 and included a seismic survey, subsurface soil sampling for field analysis at 47 locations using ABB-ES' TerraProbe% system, installation of six water table groundwater monitoring wells, completing 15 soil borings with subsurface soil sampling for field and off-site laboratory analysis, and two rounds of groundwater sampling from six new and seven existing monitoring wells. The scope of work for this RI at AOC 43J was specified by the USAEC based on previous studies and investigations, and USEPA and Massachusetts Department of Environmental Protection (MADEP) comments on previous investigations and reports. USAEC directed this RI at Fort Devens to evaluate the nature and distribution of the contamination in soil and groundwater downgradient and crossgradient of the former waste oil -and historic gas station UST. In general, the efforts associated with this RI have generated a conceptual model that identifies the source of the detected soil and groundwater contamination to be waste oil and gasoline floating on the water table and in the soil at and directly east (downgradient) of, the former UST locations.

The U.S. Army Environmental Center (USAEC) directed ABB Environmental Services, Inc. (ABB-ES), under Contract No. DAAA15-91-D-0008, to collect environmental samples at Fort Devens, Massachusetts to fill data gaps identified during initiation of the Feasibility Study (FS) for Group 1A sites. The Group 1A sites include the Shepley's Hill Landfill and Cold Spring Brook Landfill at Fort Devens. This Remedial Investigation (RI) Addendum report summarizes the supplemental field investigations, presents the data obtained, and updates the baseline risk assessment prepared for the RI report. Field investigation programs were conducted between September 1992 and July 1993 and included collecting and analyzing of sediment core samples from Plow Shop and Cold Spring Brook ponds, collecting and analyzing fish tissue samples from these two ponds, and conducting a macroinvertebrate study of the two ponds. In addition, several new monitoring wells were installed and groundwater samples were collected for analysis from 27 monitoring wells at Shepley's Hill Landfill and from 10 monitoring wells at Cold Spring Brook Landfill. Soil, sediment, and groundwater samples were also collected from several other areas, including Nonacoicus Brook Wetland and Grove Pond adjacent to Shepley's Hill Landfill, and the Magazine Area adjacent to Cold Spring Brook Landfill.

This revised final report presents the results of previous investigations as well as the results of the Phase I and Phase II RI sampling and analysis for 11 SWMUs within three operable units at Tooele Army Depot (TEAD). TEAD is a National Priorities List (NPL) site under CERCLA. This requires that a Remedial lnvestigation/Feasibility Study (Rl/FS) must be performed. The Phase I and Phase II RI was designed to (1) fill data gaps identified from previous investigations, (2) determine the nature and extent of contamination, and (3) estimate risks to human health. The estimates of risk to the environment were assessed in a separate document, the TE4D Site-wide Ecological Risk Assessment Report. This report presents the results of the RI studies in four volumes. Volume I is the RI Addendum Report and Volumes 11,111, and IV are appendices of supporting information.

Harding Lawson Associates (HLA) has prepared this Remedial Investigation (RI) Report on Area of Contamination (AOC) 57 to support Task Order 001 of Contract DACA-31-94-D-0061 under the oversight of the U.S. Army Corps of Engineers - New England District. This RI Report details the results of the RI and previous investigations completed at AOC 57 Areas 1, 2, and 3. Fort Devens was identified for cessation of operations and closure under Public Law 101-510, the Defense Base Realignment and Closure Act of 1990, and was officially closed in September 1996. Portions of the property formerly occupied by Fort Devens were retained by the Army for reserve forces training and renamed the Devens Reserve Forces Training Area (RFTA). Areas not retained as part of the Devens RFTA were, or are in the process of being, transferred to new owners for reuse and redevelopment. AOC 57 is located in an area planned for transfer to the Massachusetts Government Land Bank for industrial/trade related development and recreation/open space.
