This synthesis was prepared to report on the state of the practice and to identify effective public involvement using limited resources. Basic information is offered here for transportation agencies to further their efforts in this area. This synthesis provides information about staff and agency experiences in the application of effective and cost-effective strategies and implementation techniques used to engage the public in the development of transportation plans and projects, as well as strategies found to be ineffective. It captures respondents' definitions of successful, effective, and cost-effective public involvement and reveals a rudimentary state of the practice in the areas of costs and measures of effectiveness. Although there appeared to be no clear cut definitions of responsibilities or implementation strategies, similarities and differences were identified in four areas - organizational structure, staffing, cost quantification, and process. Detailed appendices provide abstracts of the literature reviewed and document survey questionnaire interview responses.

Updated as of May 29, 2018 The FHWA and FTA are jointly issuing this final rule to update the regulations governing the development of metropolitan transportation plans (MTP) and programs for urbanized areas, long-range statewide transportation plans and programs, and the congestion management process as well as revisions related to the use of and reliance on planning products developed during the planning process for project development and the environmental review process. The changes reflect the passage of the Moving Ahead for Progress in the 21st Century Act (MAP-21) and the Fixing America's Surface Transportation (FAST) Act. The MAP-21 continues many provisions related to transportation planning from prior laws; however, it introduces transformational changes and adds some new provisions. The FAST Act makes minor edits to existing provisions. The changes make the regulations consistent with current statutory requirements and implement the following: A new mandate for State departments of transportation (hereafter referred to simply as "States") and metropolitan planning organizations (MPO) to take a performance-based approach to planning and programming; a new emphasis on the nonmetropolitan transportation planning process, by requiring States to have a higher level of involvement with nonmetropolitan local officials and providing a process for the creation of regional transportation planning organizations (RTPO); a structural change to the membership of the larger MPOs; a new framework for voluntary scenario planning; new authority for the integration of the planning and environmental review processes; and a process for programmatic mitigation plans. Public involvement in transportation planning has a new emphasis since Congress passed the Federal intermodal Surface Transportation Act of 1991 (ISTEA). Federal regulations to implement ISTEA call for proactive public involvement processes. They must respond not only to the requirements of ISTEA but also those of related Federal acts, such as the Clean Air Act and the Americans with Disabilities Act. This set of notebook pages has been prepared to introduce agencies to some practical techniques of public Involvement that can be used in a variety of situations. It is geared to the needs of State agencies and metropolitan planning organizations (MPO's), particularly some smaller MPO's with less extensive public involvement experience. It is intended for use both by public involvement specialists and the others who have public involvement responsibilities. It is not the whole answer to public involvement but a starting point to stimulate responsiveness to ISTEA.
