Book Description
The Veterans Health Care Eligibility Reform Act of 1996 significantly expanded the mission of the VA. The reform act vastly increased the types of services offered to VA patients and extended medical coverage to all veterans through a priority-based enrollment system. The VA now operates the largest integrated health care system in the United State. In 2007, the VA had 78 million enrollees, served 5.5 million patients, and had a total operating budget of 37.3 billion.

Book Description
Approximately 4 million U.S. service members took part in the wars in Afghanistan and Iraq. Shortly after troops started returning from their deployments, some active-duty service members and veterans began experiencing mental health problems. Given the stressors associated with war, it is not surprising that some service members developed such mental health conditions as posttraumatic stress disorder, depression, and substance use disorder. Subsequent epidemiologic studies conducted on military and veteran populations that served in the operations in Afghanistan and Iraq provided scientific evidence that those who fought were in fact being diagnosed with mental illnesses and experiencing mental healthâ€"related outcomesâ€"in particular, suicideâ€"at a higher rate than the general population. This report provides a comprehensive assessment of the quality, capacity, and access to mental health care services for veterans who served in the Armed Forces in Operation Enduring Freedom/Operation Iraqi Freedom/Operation New Dawn. It includes an analysis of not only the quality and capacity of mental health care services within the Department of Veterans Affairs, but also barriers faced by patients in utilizing those services.

Book Description
Developing credible short-term and long-term projections of Medicare health care costs is critical for public- and private-sector policy planning, but faces challenges and uncertainties. There is uncertainty not only in the underlying economic and demographic assumptions used in projection models, but also in what a policy modeler assumes about future changes in the health status of the population and the factors affecting health status , the extent and pace of scientific and technological breakthroughs in medical care, the preferences of the population for particular kinds of care, the likelihood that policy makers will alter current law and regulations, and how each of these factors relates to health care costs for the elderly population. Given the substantial growth in the Medicare population and the continued increases in Medicare, Medicaid, and private health insurance spending, the availability of well-specified models and analyses that can provide useful information on the likely cost implications of health care policy alternatives is essential. It is therefore timely to review the capabilities and limitations of extant health care cost models and to identify areas for research that offer the most promise to improve modeling, not only of current U.S. health care programs, but also of policy alternatives that may be considered in the coming years. The National Research Council conducted a public workshop focusing on areas of research needed to improve health care cost projections for the Medicare population, and on the strengths and weaknesses of competing frameworks for projecting health care expenditures for the elderly. The workshop considered major classes of projection and simulation models that are currently used and the underlying data sources and research inputs for these models. It also explored areas in which additional research and data are needed to inform model development and health care policy analysis more broadly. The workshop, summarized in this volume, drew people from a wide variety of disciplines and perspectives, including federal agencies, academia, and nongovernmental organizations.

Book Description
Rapidly changing market, technological, and organizational environments are forcing government and private sector enterprises to improve services and transform processes. Employing a case study approach, the Enterprise Dynamics Sourcebook presents frameworks and analytical models of the enterprise as a complex system to improve your understanding of its dynamic elements and their interactions. Illustrating the transformation environments and the evolution of methods required to address emerging challenges, this sourcebook is the product of MITRE-sponsored research on enterprise dynamics and the range of applications pertaining to enterprise transformation programs. It explains how to address the complexities involved with the coordination of policies, organizations, economics, and technology (POET) in operational strategies and processes. It also: Presents qualitative and quantitative data-analytic methods including process workflow, systems dynamics, and highly optimized tolerance-inspired models of SoSE processes Features Bayesian probability and state-space transition methods to address uncertainties in the controlled, influenced, and uncontrolled aspects of enterprise dynamics Explains how to use hybrid multi-scale modeling coupled with enterprise architecture to support decision making in the design, acquisition, and management of complex transformation efforts Outlines methods applicable in the national security, aviation, nuclear waste processing, international commerce, energy and materials, and healthcare sectors of the U.S. economy The structures and concepts covered in this book will be useful to managers and technical staff in government entities as well as private sector enterprises with significant operational and regulatory interaction with government entities. The enterprise dynamics methods discussed can help in the advancement of systems engineering practices at the enterprise level and also enable the enterprise systems engineering and architecting (ESE/A) process. Filled with examples, the text provides the understanding of the qualitative and quantitative data-analytic methods required to reduce risk and failure rates and enable your organization to operate effectively in today’s complex and ever-changing environment.

Book Description
As the first of the nation's 78 million baby boomers begin reaching age 65 in 2011, they will face a health care workforce that is too small and woefully unprepared to meet their specific health needs. Retooling for an Aging America calls for bold initiatives starting immediately to train all health care providers in the basics of geriatric care and to prepare family members and other informal caregivers, who currently receive little or no training in how to tend to their aging loved ones. The book also recommends that Medicare, Medicaid, and other health plans pay higher rates to boost recruitment and retention of geriatric specialists and care aides. Educators and health professional groups can use Retooling for an Aging America to institute or increase formal education and training in geriatrics. Consumer groups can use the book to advocate for improving the care for older adults. Health care professional and occupational groups can use it to improve the quality of health care jobs.

Book Description
While many effective interventions can reduce cancer risk, incidence, and death, as well as enhance quality of life, they are of no benefit if they cannot be delivered to those in need. In the face of increasingly dynamic and resource-constrained conditions, implementation science plays a critical role in delivering cancer control practices. This 30-page workbook was written by members of the NCI (National Cancer Institute) implementation Science team and reviewed by nearly 100 public health practitioners and implementation science researchers. Through summaries of key theories, methods, and models, the guide shows how greater use of implementation science can support the effective adoption of evidence-based interventions. Case studies illustrate how practitioners are successfully applying implementation science in their cancer control programs
