Book Description
This is the tenth edition of How Ottawa Spends. Like previous editions, it focuses on particular departments and policy initiatives of the federal government. Beyond evaluating past actions, the book is intended to offer informed comment on prospects for the future in the areas it explores. This is the first edition since the re-election of a Conservative majority government in November 1988. As such, it provides a specific opportunity to identify some of the issues and challenges facing the second Mulroney government. Accordingly, this particular volume moves beyond How Ottawa Spends' customary treatment of the annual budget and Estimates to examine a broader question: Are we entering a new era of Canadian federalism wherein the federal government has a new and possibly reduced role? Put somewhat differently: Are we seeing new limits to the discretion of the federal government to act? If so, what are those limits and what are their implications for the style and substance of federal policy making? The broad treatment of these questions in the book's first chapter is intended to set the stage for the more specific discussions of discretion and the federal government which follow.

Book Description
This volume provides comparative perspectives on issues related to education, culture, sustainable development and nation-building in India and Canada. It takes cognizance of current research in Indo-Canadian comparative studies and is meant to facilitate further research in these areas. It importantly highlights the trends and growth areas in comparative social science and humanities research between the countries. The chapters in this volume discuss the research that scholars have recently undertaken in both countries and the impact that such comparative research has on developing partnerships, learning methodologies, and socio-cultural narratives that empower interdisciplinary research. The chapter authors take up important issues related to community college development, mental health in education, multilingual education, indigenous populations and their education and development. They discuss issues related to bilateral and foreign trade agreements as well as policies of the two countries on climate change research. Lastly, they discuss indigenous performance cultures and sports in the two countries and the long history of migration from India to Canada. The volume is of interest to a wide readership from the humanities and social sciences, particularly readers interested in Indo-Canadian scholarship.

Book Description
How well has Canada measured up to its obligations under the two agreements it signed during the UN Decade of Women? The authors of this book detail the terms of the conventions (the Convention for the Elimination of all Forms of Discrimination Against Women and the Forward Looking Strategies for the Advancement of Women by the Year 2000) and have painstakingly chronicled the progress the provincial, territorial, and federal governments have made towards fulfilling their legal obligations in areas such as women's participation in decision-making, childcare, violence against women and so on. All levels of governments are found wanting. As an assessment of progress on women's equality in Canada, it is fascinating reading and a thorough resource. This book also has a second purpose. It is a how-to manual for women in Canada and elsewhere who wish to assess the progress made by their governments in implementing women's equality obligations incurred by the signing of the two international agreements. The authors explain what these agreements entail and show how readers can select their own priority issues, gather information from official and popular sources, and work with women;s organizations to analyze how their governments have complied with, ignored, or violated these commitments. The book includes step-by-step examples of each stage of the process, and suggests some educational, lobbying and other activities groups might wish to undertake. Each chapter contains a brief list of Canadian and international references with suggestions for obtaining further resources.
