This is a report of the international symposium held at Oxford, 17-20 March 1991. M. Leopold, the Rapporteur, presents a summary of the proceedings. Included is a résumé of the keynote address by HRH Crown Prince el Hassan bin Talal of Jordan and a summary of the papers and discussion concerning case histories covering Ethiopia, Malawi, the Sudan, Senegal, Pakistan, Hong Kong and Central America. According to the summary, discussion after the case histories centered around eight main issues: the correlation between mortality/morbidity rates and malnutrition; the correlation between size of camp and malnutrition/mortality rates; supplementary feeding; formal and informal monetization; the role of refugee women; the roles of different actors on the ground; the inaccuracies involved in counting refugees; geo-political issues. Another section of the symposium focused on institutional constraints of various UN agencies and the UN response to refugee food requirements. Summaries are given of presentations by representatives of donor countries, host countries and refugee organizations. Recommendations from the symposium focused on the reponsibilities of all governments, strengthening institutional capacity, and improving systems of operation. The report also contains a summary of the symposium papers by D. Keen.
