Many developing countries are now experimenting with establishing new institutional arrangements for managing water at the river basin level.This book, based on research by IWMI and others, reviews basin management in six developed and developing countries. It describes and applies a functional theory of river basin management, based on the idea that there is a minimum set of functions required to manage basins effectively and a set of basic conditions that enable effective management institutions to emerge. The book examines the experiences of both developed and developing countries in order to see what lessons can be learned and to identify what constitutes the core of a 'theory of river basin management'. It concludes that although it is difficult for developing countries to adopt approaches and institutional designs directly from developed countries, basic principles and lessons are transferable.

"The authors describe and analyze river basin management in the Guadalquivir River Basin in Spain. The Guadalquivir river flows westerly across southern Spain, with nearly all of its 57,017 km2 drainage area within the region of Andalusia. Water management issues in this semi-arid, heavily agricultural, but rapidly urbanizing region include drought exposure, water allocation, water quality, and in some areas, groundwater overdraft. A river basin agency (Confederacion Hidrografica del Guadalquivir, or CH Guadalquivir) has existed within the basin since 1927, but its responsibilities have changed substantially over its history. For much of its life, CH Guadalquivir's mission was water supply augmentation through construction and operation of reservoirs, primarily to support irrigation, under central government direction with little provision for water user participation. Following the Spanish political system's transformation and Spain's accession to the European Union, water law and policy changes greatly expanded CH Guadalquivir's responsibilities and restructured it to incorporate representation of some basin stakeholders. Although the basin agency's accomplishments in reservoir construction have been prodigious, its record of performance with respect to its newer responsibilities has been mixed, as have perceptions of its openness and responsiveness to basin interests other than irrigators. This paper--a product of the Agriculture and Rural Development Department--is part of a larger effort in the department to approach water policy issues in an integrated way. One of the major problems facing practitioners and scientists working with water management is how to integrate knowledge and experiences from scientific, policy and stakeholder perspectives. In this book this science-policy-stakeholder interface (SPSI) is examined both analytically and through the description of practical experiences from river basins in Europe, India and South-East Asia. These include the Tungabhadra (India), Sesan (Vietnam/Cambodia), Tagus (Spain/Portugal) and Glomma (Norway), which particularly highlight issues associated with pollution, severely altered river flows and transboundary conflicts. Following two chapters which lay the framework for the book the authors describe how SPSI was managed in the case study basins and how stakeholder participation and scenarios were used to integrate different perspectives, and to facilitate the communication of different forms of knowledge. Four important aspects of water management and SPSI are then discussed; these are water pollution, land and water interaction, environmental flow and transboundary water regimes. Short descriptions of the case study rivers are provided together with analyses of how SPSI was managed in water management in these basins and policy recommendations for the basins. The book concludes by providing a series of recommendations for improving the science-policy-stakeholder interface in water management. It represents a major step forward in our understanding of how to implement integrated water resources management.

The central focus of this volume is a critical comparative analysis of the key drivers for water resource management and the provision of clean water – governance systems and institutional and legal arrangements. The authors present a systematic analysis of case study river systems drawn from Australia, Denmark, Germany, the Netherlands, UK and USA to provide an integrated global assessment of the scale and key features of catchment management. A key premise explored is that despite the diversity of jurisdictions and catchments there are commonalities to a successful approach. The authors show that environmental and public health water quality criteria must be integrated with the economic and social goals of those affected, necessitating a 'twin-track' and holistic (cross-sector and discipline) approach of stakeholder engagement and sound scientific research. A final synthesis presents a set of principles for adaptive catchment management. These principles demonstrate how to integrate the best scientific and technical knowledge with policy, governance and legal provisions. It is shown how decision-making and implementation at the appropriate geographic and governmental scales can resolve conflicts and share best sustainable practices.

Abstract: "This paper describes and analyzes the effort to institute river basin management in the Tárcoles basin of Costa Rica. Located in west-central Costa Rica, the Tárcoles basin represents 4.2 percent of the nation's total land area, but is home to half the nation's population and the metropolitan area of San José, the nation's capital and largest city. Water management issues include severe water pollution resulting from sewage, industrial waste discharges, agricultural runoff, and deforestation. In the early 1990s a locally-initiated effort established a river basin commission for the Río Grande de Tárcoles (CRGT), which was supported by the central government's environment ministry. Since the late 1990s, however, the DRGT has struggled through changes of leadership, inconsistent support from the central government, and waning participation from basin stakeholders. Despite several programs to arrest deforestation and encourage better industrial and agricultural practices, the basin's water problems continue largely unabated. The Tárcoles case is instructive about both the possibilities and the fragility of efforts to establish integrated water resource management at the river basin level."--World Bank web site.
