This study was conceived while I was a research assistant in the Department of Development Economics at the University of Heidelberg. The atmosphere there stimulated my interest in the increasing importance of the instimtional dimension of development administration. Since the smdy consists of both theoretical and empirical data, a large number of very different people have helped me to successfully complete the project. This book contributes to debates on current sustainability practices, with a focus on assessment tools as applied in higher education institutions. These institutions are challenged to carry out management, research, and teaching, and to create settings that allow developing new competencies to address the complex global environmental, social, cultural, and economic pressures with which current and future generations are confronted. The first chapters discuss issues of sustainability in higher education, namely the role of universities in promoting sustainability and the emergent fields of sustainability science and education for sustainable development and how to integrate and motivate sustainability into the university. Integrated Water Resources Management (IWRM) has in recent years captured the attention of policy makers and policy analysts. A lot has been written on this topic, most often disparately, about institutions for IWRM. However, there has been limited success in bridging disciplinaryboundaries (social versus physical sciences) with the result that conceptual inconsistencies persist with regard to our understanding of institutions for IWRM. This paper outlines key features of an analytical framework for the institutional analysis of IWRM in river basins. Thenovelties of the analytical approach include emphasis on transparent policy processes of state parastatals, modes of water-service provisioning and conditions for collective action in the management of common pool resources in river basins and its implications for sustainable rurallivelihoods. The paper then discusses certain methodological concerns with regard to the operationalizing of various elements of the analytical framework. In particular, the paper discusses issues related to defining the scope of analysis, scale of water use and management and collective action for the management of common pool resources in a river basin. The paper also discusses the process by which the comparative analysis of IWRM may be undertaken by highlighting the importance of problem specification, hypothesis generation and methods of data collection.

This report presents analysis and findings from an institutional assessment conducted during March - September 2019 of the Lesotho Child Grants Programme (CGP), a national social protection programme supporting poor households with children 0-18 years, and the Sustainable Poverty Reduction through Income, Nutrition and Access to Government services (SPRINGS) pilot project. The main objective of this study is to understand the institutional architecture and processes of the two programmes and identify those that facilitated or hindered coordination between the social protection and productive dimensions of development interventions seeking to address rural poverty, hunger and food insecurity. The study is part of a larger project - a partnership between FAO, IFAD and the Universidad de los Andes (UNIANDES) and its Centro de Estudios en Desarrollo Económico (CEDE) - that seeks to identify factors that lead to better articulation between social protection interventions and rural productive inclusion strategies. Growing evidence has shown that complementarity between these interventions and greater coherence between social protection and rural development policies can lead to synergies by strategically addressing constraints faced by poor rural households.
