Excerpt from Annual Report of the Secretary of War for the Year 1880, Vol. 3 of 4 This experiment shows that with pressures entirely within the limits of safety the increased velocity due to chambering has increased the power of the 8 - inch rifle about one-third, and that the increase of power is accompanied by an increased accuracy of fire. The wear of bore incident to the higher charge with the 111 rounds fired seems no greater than that in the unchambered gun with the 35-pound charge. The system of chambering in all future conversions or new construe tions is recommended. The battering charge of the ordinary S-inch rifle is only 35 lbs. Powder and 180 lbs. Shot. By chambering, we are enabled to increase the powder charge from 35 to 55 lbs. Its penetration at yards will be inches, the ordinary rifle giving only inches. The 9-inch English rifle gives inches, so that by the use of the chamber the energy of the 8-inch has been increased beyond that of the next higher caliber, English - a most satisfactory result. Excerpt from Annual Report of the Secretary of War for the Year 1882, Vol. 2 of 4: Part 2 The object of this improvement has been fully set forth in previous annual reports, and is, in brief, to secure a channel not less than 25 feet deep and 500 feet wide, at ordinary low-water from the deep water of Hampton Roads to the harbor and the United States navy-yard at Gos port, immediately above, on the south branch of the Elizabeth River, to Improve the harbor proper by dredging at the mouth of the eastern branch, and for some distance above, and to dredge off the slopes of the flats at Portsmouth and Berkley in order to restore the cross-sectional area and anchorage grounds, which have been lost during recent years. Fdr details of the operations of previous years, I respectfully refer to the Annual Reports of the Chief of Engineers for 1878, 1879, 1880, and 1881. The act of Congress of June 14, 1880, appropriated for this work. A project for the expenditure of this sum, having in view the continuance of the general plan of improvement, was approved by the Chief of Engineers. Excerpt from Report of the Secretary of War, 1874, Vol. 1: Being Part of the Message and Documents Communicated to the Two Houses of Congress at the Beginning of the Second Session of the Forty-Third Congress During the summer of 1873 yellow fever appeared as an epidemic at various cities in the Southern States, assuming at some points a most malignant type, and proving exceedingly fatal, as for example at Mem phis, Tenn., and at Shreveport, La. That it did not prevail to a greater extent in the Army must be regarded as being due to the hygienic precautions adopted, and especially to the prompt removal of the troops from those posts at which the disease was introduced from infected local ities, or at which its introduction appeared to be imminent. The data for the descriptive anatomical catalogue have been perfected. The publication of this work, recommended by the Secretary of War and by the House of Representatives, was not acted upon by the Senate. The materials are so arranged that the work can be speedily completed when authority to print is granted, and I would respectfully renew the recommendation made in my previous annual reports, that authority be given to publish one thousand copies of the work. Legislation is necessary to authorize the Congressional Printer to publish an additional edition of complete copies of the Medical and Surgical History of the War, and this I recommend.
