For much of its early history the U.S. Army Corps of Engineers was heavily involved in the design and construction of new facilities, but now the mission of the Corps is shifting from construction to the maintenance of existing facilities. The Corps has addressed its changing role by instituting a Repair, Evaluation, Maintenance, and Rehabilitation (REMR) program. As a part of this program, a project team at Iowa State University has undertaken a research effort that focuses on the evaluation and repair of the steel sheet pile structures within the Corps' civilian projects. These structures do not require a great deal of maintenance but failure of a steel sheet pile wall can significantly affect operations--especially as part of a lock and dam facility. In the following document, a general description of the current inspection and rating system is given. This includes the definition of a condition index and a brief description of sheet pile distresses. A detailed description of the inspection process follows. Once the inspection data have been gathered, they are entered onto a computer disk through a personal computer (PC) program. The objectives of this work were to (1) develop an inspection and rating system that uniformly and consistently describes the current condition of steel sheet pile structures, and (2) develop guidelines for maintenance and repair of these structures. This report discusses the current inspection and rating system and provided the definition of a condition index and a brief description of sheet pile distresses. A detailed description of the inspection process is included. Inspection data are entered onto a computer disk through a PC program that summarizes the safety and serviceability problems associated with the structure. By supplying the initial costs, expected life, downtime costs, interest rates, and inflation rates, an experienced engineer can make a preliminary maintenance and repair plan for the structure.

The reliability function of a structure--the probability that the structure will perform adequately--represents a condition index that is useful in evaluating the structure's condition. A generally applicable, three-step procedure has been developed for calculating structural reliability using existing information about a particular structure and the evaluator's confidence in this information. The structure's margin of safety is approximated by a normal distribution and its moments are evaluated from point estimates. It is suggested that the three-step procedure be used to evaluate the safety of existing sheet pile and other metal structures. The method has been applied to three sheet pile structures representative of those maintained by the U.S. Army Corps of Engineers.
