Remaking Politics, Markets, and Citizens in Turkey critically analyses the travel of neoliberal ideas, policies, experts and institutions from the West to Turkey. Through an ethnographic investigation of the newly established tobacco market, Ebru Kayaalp considers how they are being adopted and transformed in their new settings. The February 2001 crisis, the most severe economic downturn in the history of Turkey, generated an emergency situation in which a series of sweeping neoliberal policies were implemented to prop up the collapsed economy. To receive the necessary loans from the international financial institutions, the Turkish government hastily enacted a number of neoliberal laws, including the notorious tobacco law. Remaking Politics, Markets, and Citizens in Turkey not only explores the repercussions of the new tobacco law, such as the establishment of a new regulatory institution, the emergence of contract farming and the privatization of the tobacco monopoly, thereby making a liberalized market, but also the smoking ban governing the bodies and spaces of Muslim citizens. Remaking Politics, Markets, and Citizens in Turkey provides an innovative contribution to Middle Eastern studies, filling the gap for anthropological research in Muslim countries on local economic relations and their connections with the global economy.

Since coming to power in 2003, Turkey’s governing party, the AKP, has made poverty relief a central part of their political program. In addition to neoliberal reforms, AKP’s program has involved an emphasis on Islamic charity that is unprecedented in the history of the Turkish Republic. To understand the causes and consequences of this phenomenon, Zencirci introduces the concept of the Muslim Social, defined as a welfare regime that reimagined and reconfigured Islamic charitable practices to address the complex needs of a modern market society. In The Muslim Social, Zencirci explores the blending of religious values and neoliberal elements in dynamic, flexible, and unexpected ways. Although these governmental assemblages of Islamic neoliberalism produced new forms of generosity, distinctive notions of poverty, and novel ways of relating to others in society, Zencirci reveals how this welfare regime privileged managerial efficiency and emotional well-being at the expense of other objectives such as equality, development, or justice. This open access book asks whether cash-transfer programs for very low-income households promote social and economic citizenship and, if so, under what conditions. To this end, it brings together elements that are too often considered separately: the transformation of social and economic citizenship rights in a market-centered context, and the increasing popularity of cash transfer as an instrument both of social policy and humanitarian action. We link these by juxtaposing theoretical treatment of citizenship and inclusion with concrete policy case studies set in contemporary Turkey. Cases are taken both from domestic social policy and international relief efforts aimed at Syrian refugees. Theoretical discussion and case studies lead to the conclusion that cash transfer programs can promote economic and social inclusion – if deployed at an appropriate scale; if sufficient financial, technical, and social resources are available; and if program design and implementation promotes market inclusion of beneficiaries both as consumers and workers.
