And why do a small number of other states succeed in such control? What effect do failing laws and social policies have on the state itself? In answering these questions, Joel Migdal takes a new look at the role of the state in the third world. Strong Societies and Weak States offers a fresh approach to the study of state-society relations and to the possibilities for economic and political reforms in the third world. In Asia, Africa, and Latin America, state institutions have established a permanent presence among the populations of even the most remote villages. A close look at the performance of these agencies, however, reveals that often they operate on principles radically different from those conceived by their founders and creators in the capital city. Migdal proposes an answer to this paradox: a model of state-society relations that highlights the state's struggle with other social organizations and a theory that explains the differing abilities of states to predominate in those struggles.

When the state and business interact effectively they can promote a more efficient allocation of scarce resources, appropriate industrial policy and a more effective and prioritised removal of key obstacles to growth, than when the two sides fail to co-operate or engage in harmful collusion. Increasingly today nation-states are entering into agreements that involve the sharing or surrendering of parts of their sovereign powers and often leave the cession of authority incomplete or vague. But until now, we have known surprisingly little about how international actors design and implement these mixed-sovereignty arrangements. Contracting States uses the concept of "incomplete contracts"--agreements that are intentionally ambiguous and subject to future renegotiation--to explain how states divide and transfer their sovereign territory and functions, and demonstrate why some of these arrangements offer stable and lasting solutions while others ultimately collapse. Building on important advances in economics and law, Alexander Cooley and Hendrik Spruyt develop a highly original, interdisciplinary approach and apply it to a broad range of cases involving international sovereign political integration and disintegration. The authors reveal the importance of incomplete contracting in the decolonization of territories once held by Europe and the Soviet Union; U.S. overseas military basing agreements with host countries; and in regional economic-integration agreements such as the European Union. Cooley and Spruyt examine contemporary problems such as the Arab-Israeli dispute over water resources, and show why the international community inadequately prepared for Kosovo's independence. Contracting States provides guidance to international policymakers about how states with equally legitimate claims on the same territory or asset can create flexible, durable solutions and avoid violent conflict.

This work seeks to develop a new concept with which to analyse the actions and activities of states that tend to be relatively ignored by the discipline of International Relations (IR). As a discipline, IR has a tendency to lean towards the analytically safe. Given the current and recent dynamism of the international system that is both surprising and undesirable. Arranged around the concept of the idea of the Cusp State (and cuspness more generally), the book consists of empirical analysis of eight different countries Brazil, Iran, Israel, Japan, Mexico, Taiwan, Turkey and Ukraine, defined as ‘states that lie uneasily on the political and/or normative edge of what is widely believed to be an established region’. By focusing on the importance of comparing groups of states, like states with high degrees of ‘cuspness’, this book argues that it is possible to categorise the world in a fresher and more original way, and one which covers more of the globe than either a systemic or regionalist approach would do. This work will be of great interest to students and scholars of Geopolitics, International Security and Regionalism.
