[Examine bills.] He shall examine all bills for supplies for the prison, previous to their inspection by the visiting justices. 113. [Letter-book.] He shall keep copies of all official letters written by him. 114. [Respecting penalties paid in prison.] In case of the payment of any fine or penalty by a prisoner, he shall immediately after the discharge of such prisoner write to the clerk of the sessions from which such prisoner was committed, notifying such payment. 115. [The governor's order booh.] Orders to the governor relating to the discipline of the prison shall be in writing: and all such orders from him shall be in writing, and entered in a book, called The Governor's Order Book. MATRON. 116. [General duties of matron.?4 Geo. 4, c. 64, s. 10, rule 2.] The matron is to reside in the prison and be under the directions of the governor. She is to have the care and superintendence of the whole female department and enforce upon the female prisoners the observance of the prison rules. With respect to her general conduct she will conform to the rules laid down for that of the governor as far as they can be applied to the treatment and care of female prisoners. 117. Tackling prison overcrowding is a response to controversial proposals for prisons and sentencing set out in by Lord Patrick Carter's Review of Prisons, published in 2007. The Carter review proposed the construction of vast 'Titan' prisons to deal with the immediate problem of prison overcrowding, the establishment of a Sentencing Commission as a mechanism for keeping judicial demand for prison places in line with supply, along with further use of the private sector, including private sector management methods. Tackling prison overcrowding comprises nine chapters by leading academic experts, who expose these proposals to critical scrutiny. They take the Carter Report to task for construing the problems too narrowly, in terms of efficiency and economy, and for failing to understand the wider issues of justice that need addressing. They argue that the crisis of prison overcrowding is first and foremost a political problem - arising from penal populism - for which political solutions need to be found.
