Une zone d’aménagement concerté (ZAC) est une opération publique initiée par une collectivité ou un EPCI visant à acquérir des terrains, à les aménager, à réaliser des équipements et à les revendre à des constructeurs. Impactée par plusieurs réformes dont celle de l’évaluation environnementale d’août 2016, ce type d’opérations rencontre un réel succès auprès des collectivités en raison de sa souplesse et de son efficacité opérationnelle. Après avoir rappelé les différentes procédures existantes en matière d’aménagement urbain, l’ouvrage présente les critères de choix entre les différentes procédures, l’évolution d’une ZAC, de l’initiative de la création à la commercialisation des terrains. Cette troisième édition intègre les éléments de procédure législatifs et réglementaires intervenus depuis 2008 – notamment issue du Grenelle 2, de la loi ALUR et de l’ordonnance d’août 2016 sur l’évaluation environnementale.
