The challenges faced by alternative fuels during the last 20 years have much in common with those that face hydrogen (i.e., building markets simultaneously for new vehicle technologies, new fuels, and new infrastructure to support them both). The U.S. set goals in the 1980s and 1990s to derive a substantial portion of its fuel for transportation from non-petroleum alternative fuels by the early 2000s (10% in 2000, 30% in 2010). Although progress has been made through government and private efforts, these goals have not been met for a variety of reasons. To increase the chances for a timely and successful transition to hydrogen, the experiences of the alternative fuels industry must be understood and used to shape hydrogen transition strategies.

This paper examines the experience of existing alternative fuel vehicle programs in the U.S. and China to provide insights into appropriate strategies for developing hydrogen vehicles and infrastructure in China. Although an increasing number of alternative fuel vehicles have been deployed in recent years, various factors have limited this progress, such as large sunk investments in conventional technologies, limited networks of refueling stations, the typically higher cost of alternative fuel vehicles, and the relatively low price of oil. Given these barriers and additional barriers specific to hydrogen, a transition to hydrogen will be a slow process, and must be supported by both near and long-term policies that have clear and measurable goals that take hydrogen beyond fleet applications into broader vehicle markets. A transition to hydrogen vehicles will not occur quickly, but hybrid vehicles should be promoted by government policies and programs. These policies should draw upon resources from both governments and multinational companies to provide incentives for vehicle purchases, promote investment in infrastructure, and disseminate information to raise public awareness. Multinationals may find China to be an ideal testing ground for innovative hydrogen vehicles with appropriate incentive policies and programs.

Inhaltsangabe:Abstract: As society enters the 21st century, there is a growing awareness of the burdens being placed on the planet, as its ability to keep up with the demands of modern society are strained. One of the major contributors to this burden happens to be a main resource required for sustained development. Energy has always been, and will always be a necessary resource for existence. Since the industrial revolution, fossil fuels such as coal and oil have been the main-stay fuel to accommodate society's appetite. As the demand for this resource increases, the climatic and socio-economic costs of this fuel become more acute, and it is well documented that the supply of this fuel is not endless. One of the major consumers of this fuel, as a society, is the transportation sector. The processes in place which take it from the ground, to its combustion as a fuel, are some of the main culprits which adversely affect the planet. This thesis explores the issues associated with the introduction of another energy resource Hydrogen as a replacement fuel for the transportation industry. It is argued that for the transportation sector, Hydrogen offers the most promising alternative as a fuel. Making Hydrogen readily available and affordable through the retail infrastructure is of paramount importance, if its widespread use is to be achieved. The logistics of this are explored, and it is believed that the introduction of small Hydrogen fuelers at existing retail outlets, is the preferred method to instantiate the transition in the short to medium term. Those fueling stations can utilize grid electricity to produce Hydrogen by the means of water electrolysis, or take advantage of the existing Natural Gas distribution infrastructure to produce Hydrogen via steam reformation. This thesis examines the Well-to-Wheels impacts and economic feasibility of those options and compares them to existing vehicle and fuel technologies. The state of California was chosen as a target market due to its high automobile density, the resulting pollution issues, and its clear mandate on promoting alternative energy sources. For a century, almost all light-duty vehicles (LDVs) have been powered by internal combustion engines operating on petroleum fuels. Energy security concerns about petroleum imports and the effect of greenhouse gas (GHG) emissions on global climate are driving interest in alternatives. Transitions to Alternative Vehicles and Fuels assesses the potential for reducing petroleum consumption and GHG emissions by 80 percent across the U.S. LDV fleet by 2050, relative to 2005. This report examines the current capability and estimated future performance and costs for each vehicle type and non-petroleum-based fuel technology as options that could significantly contribute to these goals. By analyzing scenarios that combine various fuel and vehicle pathways, the report also identifies barriers to implementation of these technologies and suggests policies to achieve the desired reductions. Several scenarios are promising, but strong, and effective policies such as research and development, subsidies, energy taxes, or regulations will be necessary to overcome barriers, such as cost and consumer choice.
