The welfare reform legislation enacted in 1996 was applauded by many for the successes it had in dramatically reducing the number of people receiving public assistance, most of whom were women with children. Today, however, more than a decade later, these successes seem far less spectacular. Although the total number of welfare recipients has dropped by more than fifty percent nationwide, evidence shows that poverty has actually deepened. Many hardworking women are no better off for having returned to the workplace. In Doing Without, Jane Henrici brings together nine contributions to tell the story of welfare reform from inside the lives of the women who live with it. Cases from Chicago and Boston are combined with a focus on San Antonio from one of the largest multi-city investigations on welfare reform ever undertaken. The contributors argue that the employment opportunities available to poorer women, particularly single mothers and ethnic minorities, are insufficient to lift their families out of poverty. Typically marked by variable hours, inadequate wages, and short-term assignments, both employment and training programs fail to provide stability or the kinds of benefitsÑsuch as health insurance, sick days, and childcare optionsÑthat are necessary to sustain both work and family life. The Personal Responsibility and Work Opportunity Reconciliation Act (PRWORA) of 1996 fundamentally changed the nation's social welfare system, replacing a federal entitlement program for low-income families, called Aid to Families with Dependent Children (AFDC), with state-administered block grants, the Temporary Assistance for Needy Families (TANF) program. PRWORA furthered a trend started earlier in the decade under so called "waiver" programs-state experiments with different types of AFDC rules-toward devolution of design and control of social welfare programs from the federal government to the states. The legislation imposed several new, major requirements on state use of federal welfare funds but otherwise freed states to reconfigure their programs as they want. The underlying goal of the legislation is to decrease dependence on welfare and increase the self-sufficiency of poor families in the United States. In summer 1998, the Office of the Assistant Secretary for Planning and Evaluation (ASPE) of the Department of Health and Human Services (DHHS) asked the Committee on National Statistics of the National Research Council to convene a Panel on Data and Methods for Measuring the Effects of Changes in Social Welfare Programs. The panel's overall charge is to study and make recommendations on the best strategies for evaluating the effects of PRWORA and other welfare reforms and to make recommendations on data needs for conducting useful evaluations. This interim report presents the panel's initial conclusions and recommendations. Given the short length of time the panel has been in existence, this report necessarily treats many issues in much less depth than they will be treated in the final report. The report has an immediate short-run goal of providing DHHS-ASPE with recommendations regarding some of its current projects, particularly those recently funded to study "welfare leavers"-former welfare recipients who have left the welfare rolls as part of the recent decline in welfare caseloads.

This country has long debated the question of how to design the welfare system, particularly the federally supported Aid to Families with Dependent Children (AFDC) program which provides cash assistance to families headed primarily by female single parents. A pressing issue is whether welfare programs should continue to be broad entitlements or whether they should become "reciprocal obligations" whereby work or participation in an activity leading to work is required. Of particular concern in AFDC policy are questions about whether this aid reduces incentives for people to work and, thus, promotes dependency. Findings from a three-year evaluation of workfare programs in Arkansas, San Diego (California), Virginia, West Virginia, and Baltimore (Maryland) include the following: (1) it is feasible, under certain conditions and on the scale at which the demonstration programs were implemented, to tie the receipt of welfare to participation obligations; (2) a number of different ways of structuring and targeting programs will yield effective results; (3) in cases in which states chose to operate mandatory workfare, the interim results do not support the strongest claims of critics or advocates; and (4) programs led to relatively modest increases in employment, which in some cases translated into even smaller welfare savings, but, the changes were large enough to justify program costs. A table illustrating the key characteristics of state work/welfare initiatives and a table summarizing the impact of AFDC work/welfare programs are included. A list of 49 references is appended.
