This paper discusses Sierra Leone’s Request for Disbursement Under the Rapid Credit Facility (RCF). The coronavirus disease 2019 (COVID-19) pandemic puts Sierra Leone’s population at risk and is a serious blow to the economy, which has just started to recover. The number of COVID-19 cases is increasing rapidly, threatening the fragile health system. The drop in external demand and essential measures to contain the spread of the virus are sharply curtailing economic activity. The authorities are taking decisive actions to mitigate the health and socio-economic impact of the pandemic. In collaboration with development partners, they are scaling up urgent health spending and introducing measures, including boosting social safety nets and ensuring access to credit for affected businesses. The shock has generated a large balance of payments need. Emergency financing under the RCF will help meet this financing gap and create room for pandemic-related spending. With significant downside risks and a tight financing situation threatening to reverse Sierra Leone’s progress toward the Sustainable Development Goals, additional grant support from the international community is urgently needed.

State failure takes many forms. Somalia offers one extreme. Achieving security and development in the post-conflict era is a challenge with which stakeholders have to grapple. While stakeholders are quick to claim success when physical hostilities cease between the belligerents, ensuring sustainable peace has been a daunting task. In some countries in Africa, the post-conflict era is characterized by organizing elections to ensure greater political participation. It is believed that elections will begin a process of openness and trust in the governing system. A supplement to electoral democracy has been power sharing arrangements used to resolve post-election violence, and ensure stability within the state. However, what underlie most conflicts in Africa is the marginalization and lack of an enabling environment to achieve individual life objectives. Policies and strategies to achieve security and enhance development post conflict have, at best, been an extremely slow process and sometimes elusive. In Sierra Leone, for instance, though the official declaration of the end of war and the successful general elections held in 2002, 2007, and 2012 have led to some domestic stability, developmental targets in the post-conflict era have proceeded at a snail’s pace. The country continues to rank at the bottom of most UNDP human development indicators since 2002. Human Security and Sierra Leone’s Post-Conflict Development analyzes the extent to which human security issues have been addressed and subsequently implemented in the post-conflict reconstruction process. While Sierra Leone has made tremendous efforts at implementing reforms in the areas of political sensitization, promotion of civil rights and civil liberties, as well as personal security, the lack on the part of the government to effectively address the unemployment problem has negatively affected security and developmental targets. Thus, the post-conflict management strategies in Sierra Leone fail to secure and promote some aspects of human security, leading to fragile peace and slow progress in achieving sustainable security and development. Human security is an all-encompassing phenomenon and must be addressed to achieve overall wellbeing of the people, especially in post-conflict environments.

At the turn of the twenty-first century, manipulation of the democratic process coupled with preexisting political and economic grievances led to years-long civil wars in Sierra Leone, Liberia, and Côte d'Ivoire. During and after these conflicts, international peacekeeping efforts and humanitarian intervention became the dominant paths for restoring stability by rebuilding the state. Using these three countries as case studies, this manuscript sheds light on internationally driven state building in war-torn West African nations, the problematic nature of the postcolonial state, and the difficulties of securing its people's wellbeing. Connecting peace and conflict, democracy, and international development studies, Bah and Emmanuel argue that there is a clear nexus between the concepts and practices of peace building and statebuilding; that peace building and statebuilding are not domestic matters alone but also matters of global intervention; and that civil wars can be viewed as opportunities for state building through creative postwar partnerships and organization. This study goes beyond the familiar concepts of failed states, R2P, peacekeeping, and peace mediation and introduces and enhances the concepts of state decay, new humanitarianism, people-centered liberalism, and institutional design.
