Some of the bloodiest conflicts occur on the African continent. An Afrocentric perspective is therefore a suitable starting point for research into the possible strategies for post-conflict peacebuilding. The authors of this book consider the problems around the concept of ‘post-conflict’ and the blurring of military and civilian roles, analysing the UN roles in the DRC and Sierra Leone, as well as the African Union Mission in Burundi. The main context of the book, however, is the South African Army’s strategy for PCRD in Africa, which was developed with the African Union’s 2006 Post-Conflict, Reconstruction and Development Needs Assessment Guide in mind. This book emanates from this plan. It therefore also explores South Africa’s policy imperatives to integrate development projects and peace missions, involving the military as well as civilian organisations. While this book is not intended as an instruction manual, it hopes to ignite an understanding of the particular processes required to develop a sustainable and cohesive post-conflict peacebuilding strategy within the African environment.

The shocks of the unexpected outbreak of violent internal armed conflicts in post Cold War West Africa continue to linger in policy and academic circles. While considerable attention is devoted to explaining the civil wars, there is little understanding of the delicate and unpredictable processes of reconstruction. Post-war reconstruction programmes in Africa have become, by and large, externally driven processes; and while externalisation may not be negative per se, it is important to interrogate how such intervention recognises and interacts with local dynamics, and how it manipulates and conditions the outcomes of post-conflict reconstruction agenda. Investigating the interface between power elite, the nature of post-war regimes and the pattern which post-war reconstruction takes is important both for theory and practice. This original study, by some of West Africa's leading scholars, interrogates post-war reconstruction processes in the twin West African countries of Liberia and Sierra Leone, focusing on the effects of regime types on the nature, scope, success or failure of their post-war reconstruction efforts. Post-conflict reconstruction is not a new phenomenon but can be linked to the Marshall Plan after the Second World War. Reconstruction efforts in the Balkans, Afghanistan and Iraq, have seen a revival of the concept in the early 21st century. In Africa, post-conflict reconstruction has become more prominent as a result of the peace processes in the DRC, Sudan, Burundi and the Comoros. As a result, the African Union and NEPAD have formulated policy frameworks to deal with post conflict reconstruction and development. As part of the UN's reform, its new Peacebuilding Commission is another institution which takes responsibility for post-conflict reconstruction. This publication focuses on a number of themes including, gender and post-conflict reconstruction, the transformation of war economies into peace economies, elections in Africa in the context of post conflict reconstruction, constitutional negotiations and power-sharing arrangements, and the predicament of ethnic identities in the DRC. The NEPAD framework is also analysed in detail. All of these themes serve as indicators for Africa of the lessons to be learnt from the post-conflict reconstruction processes already in progress.

Militant? Uncompromising? Pragmatic? Utilitarian? Accommodating? Conservative? To engage Martin Robison Delany (1812–1885) is to wrestle with almost all the complexities and paradoxes of nineteenth-century black leadership in one public intellectual. After his previous book on Delany, senior historian Tunde Adeleke has compiled here letters, speeches, contemporary nineteenth-century newspaper articles, and reports written by and about Delany. These vital primary sources cover his Civil War and Reconstruction career in South Carolina and include key critical reactions to Delany’s ideas and writings from his contemporaries. There are over ninety documents, the vast majority not previously published. Delany remains the subject of conflicting and confusing interpretations. Adeleke indicates that Delany actually manifested complex dispositions. He presaged manifestations of the strands of both protest and compromise that would define the early twentieth-century world of Booker T. Washington and W. E. B. Du Bois. An African American abolitionist and journalist, Delany advocated for black nationalism, one of the first to do so. After working alongside Frederick Douglass to publish the North Star in the 1840s, Delany looked into establishing a settlement in West Africa. Yet during the Civil War, he served as the first African American field grade officer in the Union Army. Then he labored for the Freedmen’s Bureau in South Carolina. Delany even ran unsuccessfully for lieutenant governor as a Republican and later defected to the Democrats. These documents will prove an indispensable call and response to an unparalleled intellectual life.
