Unmanned ground vehicles (UGV) are expected to play a key role in the Army's Objective Force structure. These UGVs would be used for weapons platforms, logistics carriers, and reconnaissance, surveillance, and target acquisition among other things. To examine aspects of the Army's UGV program, assess technology readiness, and identify key issues in implementing UGV systems, among other questions, the Deputy Assistant Secretary of the Army for Research and Technology asked the National Research Council (NRC) to conduct a study of UGV technologies. This report discusses UGV operational requirements, current development efforts, and technology integration and roadmaps to the future. Key recommendations are presented addressing technical content, time lines, and milestones for the UGV efforts.

During 4-14 February 2008, the U.S. Army Research Laboratory and General Dynamics Robotic Systems conducted an unmanned systems tactical behaviors technology assessment at three training areas of Ft. Indiantown Gap, PA. The purpose of the assessment was to examine the ability to use sensed information to locally orient an unmanned ground vehicle (UGV) in order to obtain line of sight for an onboard reconnaissance surveillance target acquisition system to scan a sufficient portion of a named area of interest (NAI) and the impact of advances in deliberative layer planning technologies to enhance autonomous mobility in a relevant environment. The assessment was an opportunity to evaluate the performance of the technologies in a relevant environment and to provide useful feedback to the engineers for continued development. The results show that the algorithms successfully enabled the UGV to autonomously maneuver to a position that provided sufficient coverage of an NAI and that the interplay of path-planning algorithms at multiple levels has a significant impact on the ability of a UGV to maneuver in a relevant environment.

The capability of robotic technology to perform dangerous military missions without exposing troops to hazard has been of significant interest to the U.S. Army. Much of this interest has focused on unmanned ground vehicles (UGVs). Perceived benefits include force multiplication, reduction of military hazard, and operation in nuclear/biological/chemical environments. UGVs have been discussed for a number of missions, including antitank, mine neutralization, physical security, smoke generation, scout, sentry, forward observer, and others. This report describes and discusses one of the first military UGVs, the robotics test bed (RTB). The RTB is a teleoperated vehicle with on-board automatic target acquisition system and turret-mounted weapon surrogate. The perspective of this report is primarily on robotic target engagement, with other aspects of the program and equipment being covered as context. The history of the program provides context for system design. Major subsystems of the vehicle are described, with detailed description of the target acquisition and engagement subsystems. A description of the use of the system in a recent demonstration of the capabilities of military robotics illustrates how such a system might be used in war fighting. Issues in robotic target engagement are discussed and further work is proposed.

Autonomous vehicles (AVs) have been used in military operations for more than 60 years, with torpedoes, cruise missiles, satellites, and target drones being early examples.1 They have also been widely used in the civilian sector-for example, in the disposal of explosives, for work and measurement in radioactive environments, by various offshore industries for both creating and maintaining undersea facilities, for atmospheric and undersea research, and by industry in automated and robotic manufacturing. Recent military experiences with AVs have consistently demonstrated their value in a wide range of missions, and anticipated developments of AVs hold promise for increasingly significant roles in future naval operations. A high speed, teleoperated unmanned ground vehicle (UGV) was recently demonstrated in United States Marine Corps operational exercises at Camp Pendleton, California. Advanced features of the human-machine interface components used in the remote vision systems are credited with allowing both novice and experienced operators to effectively perform UGV tasks. The UGV was remotely guided across terrain ranging from smooth asphalt to severe undeveloped land at velocities up to 60 kilometers per hour. Reconnaissance, surveillance and target acquisition tasks were remotely completed using UGV remote vision systems. Off-road exercises were conducted to gain an understanding of how UGV system operation is affected by variations in visual display system features. Observations on the utility of features such as stereoscopic vision, color imagery, headmounted displays, and head-coupled aiming of sensors are discussed. Recommendations are provided for the design of future UGV remote vision systems.

The current technological revolution within the U.S. military has grown at a rapid pace. New command and control systems, precision delivered munitions, and improved digital targeting systems are but a few of the technologies currently being used in the Global War on Terror. These systems are aimed at transforming the U.S. military into a 21st century fighting force, taking advantage of the ever advancing world of modern technology development. Within this revolution lie little known research and development programs aimed at delivering systems commonly referred to as unmanned ground vehicles, or UGVs. UGVs are arguably one of the most "transformational" technologies since the airplane. If developed properly, UGVs equipped with special cameras and sensors will afford tactical units the ability to not only locate the enemy, but to also one day assist in the responsive targeting and engagement of enemy combatants on the ground. They will do this day and night, in any weather, in all environments, without fear and without the overriding concerns about the potential loss of human life. This capability would afford new, unexplored concepts in how Marines and Soldiers fight on tomorrow's battlefield, as well as provide decision makers more latitude when weighing considerations of sending troops into harm's way. There will be much less hesitance at sending a machine to look around a corner in a hostile urban battlefield to see where the enemy is. To achieve this technological leap, several critical issues in the development path of UGVs must be researched in order to ensure future doctrinal integration and operational success. UGVs are currently in use in Iraq, but are relegated mainly to explosive ordnance disposal missions. Future UGVs, based on current development programs, will result in systems used in reconnaissance, surveillance, and target acquisition, logistical support, and even casualty recovery and evacuation missions.

The use of small unmanned aerial vehicles (UAVs) and micro air vehicles (MAVs) in military reconnaissance, surveillance, and target acquisition (RSTA) missions is becoming increasingly widespread. The Supervisory Control Interfaces Branch of the Air Force Research Laboratory is exploring interface design techniques to support multiple-UAV, single-operator employment concepts. These employment concepts require that a single operator monitor manage multiple vehicles and or sensors which may increase visual/cognitive workload and degrade performance. This paper reviews four experiments performed for the Interfaces for Small Unmanned Systems (ISUS) Program involving target acquisition in the multiple-UAV context. The goals were to characterize and improve human performance. Experiment 1 examined unaided operator performance in a target acquisition task involving multiple MAV videos. Experiment 2 compared operator performance when target acquisition was aided and unaided for multiple simulated MAV videos. Experiment 3 examined the effect of display size on unaided target acquisition for multiple MAV videos. Experiment 4 compared target acquisition performance for unaided human operators with that of an automated cooperative controller in accomplishing a complex task involving the prosecution of ground based targets with Wide Area Search Munitions (WASMs). The findings and lessons learned are the basis for recommendations that could provide valuable insights into the size and configuration of the sensor display for performing target acquisition, especially those requiring simultaneous monitoring of multiple videos. The findings also may contribute to shaping employment concepts and technology requirements for future unmanned aerial systems.

The shift of the world's population to the cities has caused the military to increase its focus on urban terrain. The same Tactics, Techniques, and Procedures that are effective on an unconstrained battlefield are not effective in an urban environment. Using technological advances, it may be possible to replace flesh and blood soldiers and marines with metal and plastic surrogates to perform the Reconnaissance, Surveillance, and Target Acquisition mission. Since these unmanned vehicles and the tactics to employ them are still in the concept development phase, they are not widely tested yet for their utility in tactical scenarios. This thesis will examine the detection capability and survivability of a Tactical Unmanned Vehicle Light in an urban environment. The data is generated through multiple combat simulations using the Janus combat model and is analyzed using statistical techniques. The result benefits the Unmanned Ground Vehicle/System Joint Project Office in their acquisition process and both the United States Army and Marine Corps in their development of Tactics, Techniques, and Procedures for employment of unmanned tactical systems in urban warfare.
