The content of this guide is twofold: to describe the most important weather and agroclimatic products that are available by the National Meteorological Service (NMS) and to identify the most important needs of farmers concerning climate information. Special consideration will be given to the local knowledge used by rural farmers, too often neglected, but a key factor to their ability to cope with climate variability and change. An additional objective of this guide is to improve communication among the NMS staff, in particular, meteorologists and agrometeorologists and to encourage Agro-Pastoral Field School (APFS) trainers and facilitators to be more aware of their respective availability. Furthermore, one of the most important aims is the exchange of agroclimatic information that corresponds to the needs of all concerned, thus facilitating the assessment of the existing climatic risks in farming activities. The integration of the Response Farming in Rainfed Agriculture (RF) approach into Farmer Field School (FFS) is feasibly an effective way to reconcile NMS products with the needs of farmers. RF is a method used for identifying and quantifying rainfall variability at a local level to assess the climatic risks of farming communities. The Climate-Responsive Farming Management (CRFM) approach is an enhanced version of RF that uses modern and digital technologies, such as specific computer software, automatic weather stations, real-time telecommunication and smartphone applications. This approach can be implemented at a minimum cost at the farming level.The integration of the Response Farming in Rainfed Agriculture (RF) approach into FFS is feasibly an effective way to reconcile NMS products with the needs of farmers. To minimize the impact of adverse weather on crops and to make use of crop-weather relationships to boost agricultural production, the agriculture sector needs tailored weather and climate data and information products that can be directly applied to try to improve and protect the livelihood of farmers in agricultural production, which is called either “agrometeorological services” or “climate services for agriculture”. Agrometeorological services can be defined as a decision aide service, derived from climate information, that assists agricultural stakeholders to make improved ex-ante decision-making. As climate change accompanies increased extreme weather and climate conditions, agromet services are getting more attention in the agriculture sector these days. In view of this urgency and importance of agromet services in the region, FAO has started the “Asia-Pacific Regional Programme on agrometeorological services, pest and disease alerts and early warning systems for farmers” in Bhutan, Cambodia, Nepal, and Samoa from Aug 2019 to Dec 2020 with an aim to improve the national capacity to produce the agromet and pest and disease early warning services. This report is written based on our project implementation experiences and findings in four countries, and presentations and discussions at the Regional Agromet Workshop held in Dec 2020, where participants had identified information and data available, challenges and barriers faced, and lessons learned. This report also provides the way forward suggestions for improving the existing agromet services to national level operational services, not only in four countries but also in other countries with similar agromet service capacity in the region.

This book discusses the detrimental consequences of climate-related land changes over a 40-year period between 1981 and 2020, and focuses on how climate warming is deteriorating the agricultural system due to excessive heat, lack of moisture and more intensive and widespread droughts leading to a reduction of agricultural production. Most of the existing literature on the unfavourable consequences of global warming for land are based on a relatively short period of weather station data, covering local land areas with limited networks and monitoring parameters. These concerns have led to the use of satellite data, whose measurements are controlled by such vegetation characteristics as chlorophyll, carotenoids, moisture contents in the plants and temperature inside the vegetation community. Therefore, the discussion of this book is completely based on high-resolution global land surface measurements by the sensors on the National Oceanic and Atmospheric Administration’s (NOAA) operational afternoon polar-orbiting satellites. The book also focuses on understanding climate change impacts on land changes where humans are living, and combines biophysically-grounded methods and the 40-year data to develop models for monitoring large-scale Earth warming impacts on land and for timely prediction of climate consequences for humans. These 40-year trends in land characteristics will help to better inform the assessment of potential changes in the future and how to reach human sustainability. The book will of interest to scientists using satellite remote sensing to track climate change impacts on land over time, as well as students and researchers in climatology and environmental sustainability.
