Excerpt from Recent Administration in Virginia Since the Constitutional Convention of 1902, and to no small extent as a result of the instrument framed by that body, the state government of Virginia has rapidly expanded its administrative functions. It is the purpose of this study to describe that expansion, and to contrast the present administration with that of the period covered by the constitution of 1869. In some few instances the administration is traced from ante-bellum days, but in the main the study covers the period since 1869, with special emphasis upon the present system.
