The Concepts of Democracy and Governance Akindele and Adeyemo give apt theoretical perspectives on the concepts of democracy and good governance. They also emphasize that democracy provides the bedrock for good governance; and succinctly positing democracy and good governance to be inter-related in such a way that the absence of one spells doom for the other. Grassroots Democracy: A Theoretical Discourse Awotokun depicts that grassroot democracy is a mass participatory democracy, which encourages good governance, as people are deeply involved in the governance processes. He opines that it doesn’t only take the government closer to the people but also enables the government to know and serve them better. He emphasizes that unsustainable grassroot democracy can invariably lead to failed democracy. Conceptual Analysis of Accountability and Transparency in Governance Adeyemo and Ihemeje reveal the concept of accountability in the ethics of governance provoke several meanings ranging from responsibility, responsiveness, answerability, enforcement, blameworthiness, liability and other associated terms. They however argue that Governance in its broad context goes beyond leadership and control of people and properties. Also, claims were made on the appearance of transparency in making organizational bodies visible; hence Gerry Stoker theoretical framework was established to furnish the subjects. They further opine that the barriers in Governance viz-a-viz accountability and transparency, and as such, the duo suggested robust principles to enhance better performance viz; public accountability, publicly understandable and acceptability and by extension a comprehensive strategies. This paper examines the concepts of democracy and governance and their affinity or otherwise in our society. It is divided into five parts viz: the introduction, concept of democracy, concept of governance, the relationship between democracy and governance and finally the conclusion.

Over the last decades, the most striking changes made by the World Bank and other development institutions are their commitments to improve the quality of governance and most importantly fighting corruption and focusing more on the developing Countries. Driven by case studies that developmental deficiencies in the developing Countries are due to the crisis of governance (seeKhan, 2002); As a result of this, good governance and democracy became a very comparative and embracing ideal admired by most Countries in the World, and has grown rapidly to become a major concern in analysis of what is missing in Countries struggling for economic and political developmentthe developing Countries (Nigeria). Although issues concerning governance failure and corruption vary within Country to Country; nevertheless, researchers have adopted the concept (Good Governance) as a means of enhancing development and exploring institutional failures (seeGrindle, 2010). The issue of good governance is now a major concern, and without good governance, arguably, the developing Countries (Nigeria) have little or no chance to progress. The two words again-democracy and governanceare interwoven in the framework that is the mechanism of political dialogue across the globe. In theory, this book will examine the relationship between democracy and good governance, by critically analyzing the concepts. This book is divided into two sectionsThe first section of this book will attempt to pin down these concepts: democracy and good governance to their manifestations on ground, using Nigeria as a case study. It will be argued in this paper, that there is no doubt that the transition from military to democratic government in 1999, marked a new beginning of democratic governance in Nigeria. However, Nigerias democracy has remained unstable since the Country returned to democratic form of governance. The political terrain and governing procedures has been characterized by corruption. This first section will argue that corruption has undermined democracy and have had grave implications for good (democratic) governance in Nigeria. In comparison with theoretical arguments, this paper will argue that the Nigerias practical scenario ironically portray the theory, due to the menace of corruption. In summary, this section will focus on corruption as a means of exclusion (deficit), and as a stumbling block in the development of Nigerias good (democratic) governance from a nominal to a practical one, and further conclude that the vast discrepancy between Nigerias nominal democracy and corrupt governance practices show that it is much easier to talk the talk, than it is to walk the walk. That is to say, good governance is easier to deliberate in theory, than to effect in practice, looking at the case of Nigeria. Nevertheless, with the few steps that have been taken in the last decade or so of democracy, and the unending and continuous efforts put forward by the present administration, one can expect further improvement in the years to come. The essays brought together in the second section of this book represent a selection of my further contribution to the continuing discussion about the position of public policy and governance in todays world. It tackles issues concerning public administration, public policypolicy implementation, and governance around the globe.

Nigeria's educational system is the foundation for its national development. But this is impossible without investing in human capital (education and health), fixing the existing dilapidated infrastructure and institutions and acquiring technological capability that drive the economy. The power of productivity of the Nigerian economy cannot rise above the quality of its leadership, governance and graduates. Today Nigeria's young democracy is in a state of uncertainty because of ineffective leadership and governance as well as lack of accountability. Since all the essential factors are missing in Nigeria's scheme of affairs, its economy as well as the democracy transition will continue to choke and stagnate. There are myriad ways to reform the Nigerian educational system, improve its quality of graduates and the state of the economy. But closing the nation's higher institutions for five months on the pretext that there is no money to meet teachers demands is not a way to improve the state of education and its weak economy. The trouble with Nigeria's democracy is that the people do not get the type of government they want. For instance, praying to God only, as President Goodluck Jonathan often does, to rescue the nation from its challenges is not by any means a strategy to solve Nigeria's socioeconomic and political problems. His administration needs to adopt a long-term strategy for creating a learning culture to improve the state of education and the security situation so as to tackle its development challenges. This includes motivating the teachers, treating them as professional they really are, and providing them with the tools to effectively educate the youths. Like the Nigerian economy without functional infrastructure and institutions, the leaders cannot strip the teachers of the tools they need to perform their duties and expect them to perform miracles. New challenges require new paradigms. The political leaders should adopt new, effective and innovative methods to meet the needs of the economy, the rapidly growing population and the ethno-religious and politically dynamic society. This book posits that without a paradigm shift in values, beliefs and thinking on ways to reform the Nigerian educational system, as well as to invest in the commanding heights of the economy, its educational system and the economy would remain prostrate with its attendant catalogue of human misery.
