Au lendemain du référendum britannique, la Commission européenne a présenté, le 30 juin 2016, avec plus d’un mois de retard, son projet de budget pour l’année 2017. S’inscrivant dans le cadre financier pluriannuel pour la période 2014-2020, le budget pour 2017 est le quatrième du cadre de programmation en vigueur et le troisième du mandat de l’actuelle Commission européenne. Ses grandes orientations, discutées par les ministres des finances de l’Union européenne réunis en Conseil ECOFIN le 12 février dernier, avaient donné lieu à l’adoption de conclusions qui s’y reflètent très largement. Confrontée à des défis sans précédents, l’Union européenne doit s’affirmer comme un espace de croissance, un lieu d’accueil et un continent sûr. Ce triptyque constitue les trois axes majeurs du projet de budget pour 2017. Par ailleurs, dans un contexte marqué par la perspective de la révision à mi-parcours du cadre financier pluriannuel et le rendu des travaux finaux du groupe d’experts de haut niveau sur les ressources propres présidé par Mario Monti, la poursuite des négociations budgétaires après la période estivale invitera sans doute les États membres comme les institutions à mener une réflexion plus large sur les moyens et objectifs de l’Union européenne.

Le projet de budget européen pour 2016 se situe à mi-parcours d’un cadre financier pluriannuel pour 2014 2020 qui, resserré dans ses montants, bénéficie de nouvelles modalités de souplesse de gestion, dont la portée doit toutefois encore être précisée. Premier budget élaboré par Commission européenne présidée par Jean-Claude Juncker, il tente d’en refléter les dix priorités politiques présentées devant le Parlement européen, le 15 juillet 2014, dans le « programme pour l’emploi, la croissance, l’équité et le changement démocratique ». Ainsi, en écho aux orientations données dans ce cadre, l’accent est plus particulièrement mis sur la croissance et l’emploi, la sécurité, la politique migratoire et la politique extérieure. Si la Commission européenne insiste par ailleurs sur sa détermination à résoudre le problème de l’accumulation des arriérés de paiement, elle ne semble pas être en mesure, à ce stade des discussions, d’empêcher l’accumulation des restes à liquider. Le projet de budget pour 2016 présente enfin la particularité d’être celui de l’année au cours de laquelle le budget de l’Union doit faire l’objet d’un réexamen, s’agissant tant de son volet « dépenses », conformément à la clause de réexamen du cadre financier, que de son volet « recettes », dans le cadre des travaux menés par le groupe à haut niveau présidé par M. Mario Monti et consacré au système des ressources propres.

This book provides an empirical understanding of how EU-level defence industrial cooperation functions in practice. Using the Liberal Intergovernmental theoretical model, the book argues that while national economic preferences are an essential factor of government interests they only explain part of the dynamic that leads to the development of defence industrial policy at EU level. Moving beyond a simple adumbration of economic preferences, it shows how the EU’s institutional framework and corpus of law are used by governments to reaffirm their position as the ultimate arbiter and promoter of national economic preferences in the defence industrial sector. To this end, the work asks why and how EU member state governments, European defence firms, and EU institutions developed EU-level defence industrial policy between 2003 and 2009. This book examines security cooperation between Western states. Security cooperation occurs between Western (i.e. European and North American) states as a coping mechanism, as an imperfect substitute for integration. The book investigates the reasons for cooperation, what Aristotle called the ‘final cause’, as well as the material, formal, and efficient causes of cooperation. Such a causal explanation is based on a Critical Realist philosophy of social science. The book is also based on an embedded multiple-case study; the states studied are the United States, France, and Luxembourg. Within each state, the embedded subcases are three types of state security organizations: the armed forces, law enforcement, and intelligence agencies, which have rarely been compared in this way. Comparing different types of states and different types of state security organizations has allowed temporal, spatial, national, and functional variation in cooperation to be identified and theorized. The empirical evidence studied includes participant observations at the North Atlantic Treaty Organization and documents such as state policy documents, annual reports by organizations, reports by parliaments and non-governmental organizations, autobiographies, books by investigative journalists, and articles by newspapers and magazines. The book is also based on a score of elite interviews with ambassadors, diplomatic liaisons, ministerial advisors, foreign ministry officials, and military commanders. This book will be of much interest to students of security studies, intelligence studies, military studies and International Relations in general.

This book offers a unique comparative assessment of the evolution of immigration detention systems in European Union member states since the onset of the “refugee crisis.” By applying an analytical framework premised on international human rights law in assessing domestic detention regimes, the book reveals the extent to which EU legislation has led to the adoption of laws and practices that may disregard fundamental rights and standards. While emphasizing policies and laws adopted in response to the “refugee crisis,” the volume also shows how these policies have evolved—and in many cases grown more restrictive—even as the “crisis” has begun to recede from the borders of many European countries. To sharpen awareness of contrasting developments across the region, the book’s country chapters are organised into geographic sections that reveal how variations in migration pressures have in some cases resulted in contrasting detention practices even as the EU directives have sought to harmonise immigration laws.
